Overview Position: Local Veteran Employment Representative (LVER) Government Operations Consultant II – 40045051

Agency: Commerce. Location: Fort Myers, FL. Salary: $4,583.34 per month / $55,000 annually, non-negotiable. Service type: Full time / Career Service.

Responsibilities

Serve as a Local Veterans’ Employment Representative (LVER) responsible for assisting with the development of service delivery strategies for veterans and educating partner staff on current employment initiatives and programs for veterans.

Collaborate with the supervisor to identify improvement processes and develop solutions for the Job for Veterans State Grant (JVSG) program.

Ensure compliance with JVSG regulations and grant provisions, and provide training on JVSG regulations to LWDB staff and partners.

Conduct outreach to employers and advocate for employment opportunities for veterans; facilitate job search workshops and participate in job and career fairs.

Work with federal contractors recruiting veterans; advocate for hiring disabled veterans; create capacity-building programs for employers and veterans.

Oversee veteran priority of service requirements and promote credentialing and licensing opportunities for veterans.

Provide operational oversight for Career Center staff and develop program management procedures to serve eligible veterans.

Maintain relationships with community leaders, employers, labor unions, training programs, and veterans’ organizations; advise veterans and spouses on employment opportunities and training.

Provide guidance and facilitate training of labor exchange services including intake, assessment, counseling, job-search assistance, and referrals.

Assist in securing and maintaining current information on employment and training opportunities for veterans and their spouses.

Support responses to Office of Federal Contractor Compliance Programs (OFCCP) audit information requests and participate in applicable federal and state audits.

Consult with state and local officials on JVSG program matters; perform other veteran duties as needed.

Required Knowledge, Skills, and Abilities

Knowledge of applicable regulations, Veteran Program Letters, state and local guidance, and programs for veterans and eligible persons (e.g., Federal Bonding, Federal Work Opportunity Tax Credit).

Knowledge of laws governing veterans’ preference in employment and workforce services; knowledge of veterans’ re-employment rights.

Working knowledge of Microsoft Office applications (Word, Excel, PowerPoint).

Knowledge of basic sales principles, effective communication techniques, workforce plans, business/management principles, and customer service.

Ability to conduct group presentations or workshops, communicate clearly in writing and verbally, provide excellent customer service, and promote the Career Center.

Ability to work effectively in a team, establish relationships, use problem-solving techniques, conduct effective interviews, and work independently with planning and coordination.

Ability to prepare reports with data recording, evaluation, and analysis.

Ability to understand and apply applicable rules, regulations, policies, and procedures.

Qualifications As a condition of pre-employment eligibility, a Level 2 security background screening is required, including fingerprinting and checks of local, state, and national records.

Other job-related requirements:

Appointment to this position follows Public Law 100-323 preference: qualified service-connected disabled veterans first, then qualified eligible veterans, then qualified others as defined in 38 U.S.C. Applicants must submit required military documentation (e.g., DD Form 214) prior to closing.

New LVER hires must satisfactorily complete JVSG training within 18 months of employment.

Must possess or obtain Workforce Professional Tier 1 certification within one year of employment.

Local travel and own transportation required.

Minimum

May require working weekends or after-hours at job fairs or community meetings once or twice a month.

Duties performed at the official CareerSource Southwest Florida work site.

Preferred

Bachelor’s degree in Business, Human Resources, Social Services, Education, or related field.

Experience in employment security, interviewing, recruiting, job placement, job development, or job analysis; relevant experience may substitute for education on a year-for-year basis.

Ability to use Employ Florida system and conduct internet research; knowledge of veteran-related regulations and program letters.

Ability to analyze data, draw conclusions, and problem-solve; registration in Employ Florida preferred.

Ability to train Veterans Priority of Services, Veterans Intake & Eligibility, and job search workshops for veterans with barriers to employment.

Ability to advocate for hiring disabled veterans; conduct case conferences with Disabled Veterans’ Outreach Program consultants.

Ability to assist veterans in gaining and retaining employment.
