LVER GOVERNMENT OPERATIONS CONSULTANT II - 40042120 Position: LVER Government Operations Consultant II (Local Veterans’ Employment Representative) for the State of Florida, working with Florida Commerce / CareerSource Palm Beach County. Location: West Palm Beach, FL. Employment type: Full Time / Career Service. Responsibilities
Serve as a Local Veterans’ Employment Representative (LVER) responsible for developing service delivery strategies for veterans. Educate partner staff on current employment initiatives and programs for veterans. Identify improvement processes, develop solutions for the Job for Veterans State Grant (JVSG) program, and ensure compliance with Federal Regulations and grant provisions. Create, develop, and implement local policies and procedures to ensure JVSG compliance; train LWDB staff and co-located partners on JVSG regulations. Review programs, forms, and reports used by the JVSG program and collaborate with management to identify improvements. Conduct outreach to employers, advocate with hiring executives, and increase employment opportunities for veterans. Conduct job search workshops, establish job search groups, and participate in job and career fairs; work with federal contractors on recruiting veterans. Promote credentialing and licensing opportunities for veterans and oversee veteran priority of service in employment, training, and placement services. Provide operational oversight for Career Center staff, including regular JVSG training; develop program management procedures to serve eligible veterans. Maintain regular contact with community leaders, employers, labor unions, training programs, and veterans organizations to inform and assist eligible veterans and spouses. Facilitate intake, assessment, counseling, job-search assistance, referrals, and placement in alignment with JVSG regulations. Assist in securing and maintaining current veteran employment and training information; participate in OFCCP audit information requests as needed. Consult with state and local officials on JVSG program matters; perform other veteran duties as needed. Required Knowledge, Skills, and Abilities
Knowledge of JVSG regulations, Veteran Program Letters, and related guidance; familiarity with Federal Bonding, FWA Tax Credit, and veteran-related programs. Knowledge of laws governing veterans’ preference in employment and workforce services; understanding of re-employment rights. Proficiency with Microsoft Office (Word, Excel, PowerPoint). Strong communication, group presentation, and facilitation skills; ability to engage with the public and work effectively in a team. Ability to provide excellent customer service, promote and market the Career Center, and work independently with planning and organization. Ability to conduct effective interviews and analyze data; understand and apply applicable rules and procedures. Qualifications
As a condition of pre-employment eligibility, a Level 2 security background screening is required, including fingerprinting and background checks. Minimum Requirements
Appointment to this position follows a preference order as specified by Public Law 100-323: first to qualified service-connected disabled veterans, then qualified eligible veterans, and then qualified persons. Applicants via the Internet must submit required military documentation (DD Form 214 or VA/Department of Veterans Affairs discharge letter) before the vacancy closes. JVSG training must be satisfactorily completed within 18 months of employment (per 38 U.S.C. §4102A). Possess or obtain certification as a Workforce Professional Tier 1 within one year of employment. Must travel locally and provide own transportation. Pay
$55,000 Annually
