This position is a multi-faceted role that requires an in-depth knowledge of Industrial and Program Security. The successful candidate will carry out the security measures necessary for implementing the requirements of 32-CFR, Part 117, government security regulations, and company security policies and procedures.
Responsibilities
The successful candidate will manage all disciplines of security to include personnel and physical security, document control, visitor control, security education and training, and other duties as directed. Will administer the overall HII security program for Panama City Beach, FL and will provide guidance and support to HII field sites. Will participate and contribute to HII’s effective Security Education and Training program. Will conduct various security briefings for personnel in alignment with contractual obligations, to include onboarding and terminating personnel. Must have the ability to generate DD254’s. Will be responsible for the administration and coordination of DOD and other Industrial Security Programs and activities to ensure compliance with government and company security policies and procedures. Will develop and administer security policies and procedures for classified or proprietary materials, documents, and equipment in coordination with government agencies and management personnel, as well as enforce procedures that are required for the classification, downgrading, upgrading, and safeguarding of classified information at the local facility. Have in-depth working knowledge to implement and enforce 32-CFR Part 117 and SEAD 3 Reporting Requirements. Reviews and implements federal security regulations that apply to company operations. Obtains rulings, approvals, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepares manuals outlining regulations such as SOPs, SPPs, ITPs, EAPs and OPSEC. Establishes procedures for record keeping, handling, storing, and for granting personnel and visitor access to restricted records and materials. Prepares and conducts security education classes and security audits. Investigates security violations and prepares reports specifying preventive action to be taken. Performs status checks on current investigations, determining upcoming reinvestigation dates, and relaying that information back to each employee. Conducts semi-annual security self-inspections, physical security surveys, and threat/vulnerability assessments. (Including physical security inspections of secure rooms and COMSEC). Ensures accuracy of the security clearance data base and document control using the Access Commander database. Interfaces with government customers on security related issues. Ensures individuals stay within scope for current investigations and will perform the necessary actions for initial and/or reinvestigation actions and track accordingly to internal processes and procedures. Ensures that classified information entrusted to the company is properly safeguarded as outlined in federal controlling instructions. Responsible for preparation, management and interfacing with the Defense Counterintelligence Security Agency (DCSA) during audits. Thorough knowledge of using/applying US Government online programs such as the National Background Investigation Services (NBIS), eAPP (Electronic Application), Defense Information System for Security (DISS) and the National Industrial Security System (NISS).
Requirements
Must have 6 years relevant experience with a Bachelor’s in related field; 4 years relevant experience with a Masters in related field; or a High School Diploma or equivalent 10 years relevant experience as a security professional supporting the Department of Defense or Intelligence Community programs. Thorough knowledge of 32-CFR, Part 117, ICDs and other DoD compliance requirements. The DCSA FSO Certification for possessing facilities is required. Full knowledge and understanding of industry practices. Must be able to independently demonstrate the skill and ability to perform complex professional tasks. Candidate must work well in a team environment and possess excellent speaking, written, organizational, customer service, and communication skills. The candidate must be able to work with minimal supervision on multiple tasks and work well under deadlines in a fast-paced environment. Candidate must be able to prioritize tasks and handle multiple assignments concurrently. Candidate must have proficiency in the use of Microsoft Word, Excel, PowerPoint, NBIS, DISS and NISS Must possess a current Secret clearance as well as have an ability to meet Top Secret eligibility requirements if required.
