Position Summary

This Law Enforcement Investigator II position is in the Office of the Attorney General within the Medicaid Fraud Control Unit in Pensacola, Florida.

Responsibilities

The Work You Will Do: The responsibilities of this position include, but are not limited to the following: this is a state certified law enforcement officer position with powers of arrest and required firearms certification as per Florida Statutes. Investigate fraud against the Medicaid Program, false claims against the Medicaid program, investigate possible criminal violations pertaining to fraud in the Medicaid program, investigate abuse or neglect of patients, investigate misappropriation of patients\' private funds in health care facilities, and safeguard privacy rights of individuals to prevent improper use of medical information. Adhere to MFCU SOP 2.02 regarding Unit Command Protocol and MFCU Organization; may include field deployment and coordination of statewide responses to Declared States of Emergency and law enforcement investigations, as ordered by the MFCU Statewide Major and/or Chief of Law Enforcement. Conduct independent investigations of Medicaid fraud and related matters; perform entry onto healthcare facilities’ premises (excluding physicians) to examine accounts and records, subpoena witnesses and materials, make arrests, serve warrants, collect and analyze evidence, conduct interviews, prepare reports and exhibits, and testify in courts or other proceedings. 65% Conducts routine and complex investigations of possible Medicaid fraud and/or patient abuse, including interviews with witnesses and possible criminal violators. Make arrests when applicable. Serve and execute search warrants. Collect evidence for possible use in either administrative, civil or criminal judicial proceedings. 20% Review records collected during investigation and prepare reports pertaining to all aspects of the investigation for use in criminal prosecution, civil actions, and administrative referrals. 10% Assist in the prosecution of Medicaid fraud and/or patient abuse to include testimony in courts of law pertaining to the investigation. 5% Perform other assigned duties.

Qualifications

Florida Statute 943.13 requires that any person employed in this class must: Be at least 19 years of age, except that any person employed as a full-time, part-time, or auxiliary correctional officer must be at least 18 years of age. Be a citizen of the United States. Be a high school graduate or its “equivalent” as defined by rule. Not have been convicted of any felony or of a misdemeanor involving perjury or a false statement or have received a dishonorable discharge from any of the Armed Forces. Note limitations on eligibility if certain offenses exist. Have documentation of processed fingerprints on file with the employing agency or corresponding department. Have passed a physical examination by a licensed physician, physician assistant, or licensed NP with requirements as per the commission; ensure no evidence of tuberculosis, heart disease, or hypertension as applicable. Have a good moral character as determined by a background investigation. Execute and submit an affidavit-of-applicant form attesting to compliance with subsections (1)-(7); affidavit filed with the employing agency. Complete a commission-approved basic recruit training program for the applicable criminal justice discipline, unless exempt under subsection. Achieve an acceptable score on the officer certification examination for the applicable criminal justice discipline. Comply with continuing training or education requirements.

Preference will be given to candidates with healthcare fraud investigative experience or five (5) years of sworn law enforcement experience or five (5) years of healthcare fraud investigation experience.

Note: All newly hired employees must obtain CJSTC Sworn Law Enforcement Certification within three months from the date of hire.
