Responsibilities Under the supervision of IHSS Manager, the Contract Specialist IV provides advanced consultative and technical assistance to HHSC program staff, contract management staff and contracted providers. Key tasks include:

Task 1:

Facilitate on‑site contract and program monitoring reviews of IHSS provider (35%)

Task 2:

Prepare for contractual and programmatic monitoring reviews (20%)

Task 3:

Conduct and complete complaint investigations (15%)

Task 4:

Coordinate corrective action plans for non‑compliance (10%)

Task 5:

Produce well‑written reports and debriefings (10%)

Task 6:

Maintain knowledge of PASRR rules and policies (5%)

Task 7:

Participate in unit and cross‑agency workgroups (5%)

Qualifications

Must be a Certified Texas Contract Manager (CTCM) or complete the requirements to become a CTCM within 18 months of employment.

Initial Screening Criteria:

Bachelor’s degree

from an accredited university.

Minimum 2 years experience

working directly with individuals with intellectual and developmental disabilities (IDD).

Preferred

Minimum 2 years direct experience working with PASRR.

Experience as a habilitation coordinator, service coordinator, or program manager with a LIDDA.

Experience as a case manager or program director with an IDD waiver provider.

Additional Information There will be an in‑basket exercise as part of the interviewing process. If selected, the interview will be held via Microsoft Teams. Employees must provide a current Texas driver’s license. Applicants are required to pass background checks and submit I‑9 documentation on the first day of work. Telework may be available subject to agency policies.
