Overview Administers written and visual acuity tests and conducts road performance tests to determine applicant eligibility for driver licenses; scores tests, issues and collects fees for driver licenses and instruction permits; and performs related duties as required. This level is distinguished by responsibility for administering and scoring tests and conducting road performance tests for applicants for all categories, primarily Type 4 through CDL driver licenses.

There is one immediate permanent full-time vacancy with the Department of Finance - Vehicle Registration and Licensing Division in Kailua-Kona. May be eligible to receive a $5,000 Recruitment Incentive. Conditions apply. Appointment may be made at any rate within the advertised salary range based on qualifications. Starting salary will be based on the qualifications of the person selected.

Special Working Conditions: working condition is considered hazardous due to the majority of work hours spent in road testing driver license applicants.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Responsibilities

Issue driver license application forms to applicants.

Review driver license application forms and documents (e.g., power of attorney, birth certificate, court orders, medical evaluations, traffic abstracts) to determine licensure eligibility.

Issue written test forms, instruct applicants on test procedures, monitor testing, score written tests, inform applicants of scores, and answer questions.

Administer vision, hearing, and road sign interpretation tests to applicants who pass written tests.

Maintain applicant data in logs.

Issue learner’s permits to applicants passing the written, hearing, vision, and road sign interpretation tests; collect fees for the permit.

Explain road test procedures and requirements; conduct pre-trip inspection tests to check mechanical knowledge and vehicle safety; conduct basic control skills and road tests; pass or fail applicants based on driving skills demonstrated.

Explain to applicants who fail road tests the reasons for failure and provide guidance for improving driving skills and subsequent testing.

Issue driver licenses to applicants who pass the required tests; administer oath to applicants attesting to the truth of applications; fingerprint applicants.

Check applicants against the Hawai‘i license requirements; conduct computer inquiries through national driver registers (e.g., PDPS, CDLIS).

May supervise and participate in driver licensing activities at a sub-station for Categories 1–3 licenses; instruct subordinates in procedures, prepare reports, and respond to inquiries and complaints.

Assist applicants who have difficulty understanding the tests; conduct oral examinations for applicants unable to read or write.

Collect and tally all monies received for each license type.

Perform other related duties as assigned.

Training and Experience

Combination of education and experience substantially equivalent to: graduation from high school, and two years of supervisory, inspectional, driver training instructional, regulatory, or related experience with public contact explaining rules and regulations, and possession of a good driving record (certified by a traffic abstract) with no DUI convictions, license revocations, or suspensions for three years prior and no moving violations for one year prior; a current traffic abstract valid for 30 days from issuance is required at interview.

Possession of a valid State of Hawai‘i Commercial Driver License (Class A) at time of appointment; if you have an out-of-state CDL, you must transfer to a Hawai‘i CDL by appointment time.

Possession of a current Department of Transportation Medical Examiner’s Certificate at the time of filing (scan and attach a copy to your application).

Additional Qualifications

Possession of a “P” endorsement with no vehicle restriction prior to completion of probation; licenses and certificates must be maintained current.

Examination process: Applicants meeting minimum qualifications receive a 70-point score; education and experience evaluation is based on the application materials.

Note: In-person interviews and/or testing may be required in Hawai‘i County; applicants must be available to participate at their own expense if required.

Knowledge: laws and regulations governing licensing; vehicle operation; safety precautions; driving techniques; safety features; and test administration principles.

Abilities: tact when interacting with the public; evaluate driving performance; respond calmly to emergencies; give oral instructions; operate standard office equipment and software.

Physical Requirements: must meet health and physical standards to perform essential functions, with or without accommodations.
