Analytical Experts

to serve as research team members for Multilateral Organisation Performance Assessment Network (MOPAN) assessments and other analytical studies for a three-year period of performance, with the opportunity of framework contract extension. The Multilateral Organisation Performance Assessment Network (MOPAN) is a network of 21 member countries working collectively to assess the effectiveness of multilateral organizations and promote reform across the multilateral system. Hosted by the OECD, MOPAN provides impartial, credible evidence through organizational assessments and thematic analytical studies. Between 2026 and 2028, MOPAN will undertake: approximately seven organizational assessments per year, one – two mid-term reviews, and two - three analytical or thematic studies annually. MOPAN is establishing a pool of expert service providers to support this work under a multi-year framework contract. DI is recruiting experienced Analytical Experts to contribute technical and thematic expertise to the design, analysis, and synthesis of organizational assessments and cross-cutting studies under the new MOPAN 4 methodology. This will be a remote consultancy with potential travel to international locations including Paris (OECD/MOPAN HQ) and agency HQs and will be contingent on award and funding. Responsibilities

Lead or contribute to the analysis phase of MOPAN organizational assessments and thematic studies. Apply the MOPAN 4 indicator framework to assess performance across key dimensions including strategy, results, governance, and organizational effectiveness. Conduct document reviews, data triangulation, and thematic coding using structured assessment tools. Contribute to horizontal analyses and assessments of enabling environments, drawing insights across multiple Key Performance Indicators (KPIs) and Micro-Indicators (MIs). Draft analytical sections of reports, including Technical Annexes and Institutional Assessment Reports (IARs), ensuring logical narrative, evidence-based findings, and clear performance stories. Participate in the design and execution of analytical studies, such as cross-organizational synthesis, performance trend analysis, or thematic deep dives (e.g. partnerships, governance, M&E systems). Collaborate closely with Team Leaders, Project Managers, and the MOPAN Secretariat to ensure methodological rigor and timely delivery. Respond to review feedback from the Secretariat, assessed organizations, and QA experts. Expected Deliverables

Contributions to: Inception Reports (background analysis, stakeholder maps, initial hypotheses) Technical Annexes (evidence tables, triangulated findings, MI ratings) Institutional Assessment Reports (thematic narratives, context analysis, enabling environment sections) Analytical Study Reports (drafts and final publication-ready versions) Participation in feedback sessions, synthesis discussions, and internal learning events Lessons-learned inputs or thematic reflection notes, as requested Qualifications and Experience

Required: 5–10 years of experience working with or within multilateral organizations in development or humanitarian sectors. Documented experience conducting organizational performance assessments, evaluations, or thematic research at policy, program, or institutional levels. Familiarity with international development cooperation frameworks, reform agendas, and the multilateral system. Strong methodological skills in qualitative and mixed-method evaluation, synthesis, or comparative analysis. Excellent writing and analytical skills in English, with the ability to produce high-quality, structured reports. Demonstrated experience working with indicators, performance frameworks, or systems-based assessment tools. Experience collaborating in multi-disciplinary teams, including remotely. Knowledge of types of multilateral organizations assessment by MOPAN and relevant sectors, including United Nations development system agencies, United Nations specialized/coordination agencies, humanitarian agencies, international financial institutions, and global partnership and vertical funds. Track record in conducting evaluations, assessments, and/or studies across a variety of multilateral institutions and sectors aligned with MOPAN’s scope; Preferred: Familiarity with the MOPAN 4 or 3.1 methodology, or other institutional assessment frameworks. Expertise in one or more relevant thematic areas: governance, partnerships, funding modalities, M&E systems, organizational change. Experience with meta-evaluations, synthesis reports, or strategic analytical studies across multiple institutions. Proficiency in French, Spanish, or another official UN language.
