DI is seeking to hire an
Elections Expert
for an Options Study on reforming Mozambique’s election management structure and its election results management process under the “Support to Democratic Governance in Mozambique” project. The expert will contribute specialized analysis on electoral system design, institutional arrangements, and comparative models, and will develop practical, context-appropriate reform options covering legal, institutional, technological, and procedural dimensions. This is a remote short-term key personnel position that may require travel to Maputo, Mozambique and is contingent upon award. All deliverables will be produced in English and Portuguese. The anticipated period of performance is from 24 November 2025 to 22 February 2026.
Responsibilities
Conduct targeted reviews of Mozambique’s current EMB architecture and results management workflows, identifying institutional mandates, interfaces, and pain points.
Lead or co-lead comparative analyses of EMB structures and electoral system options, mapping international good practices to Mozambique’s legal and operational context.
Draft evidence-based reform options and decision matrices that weigh feasibility, integrity, transparency, inclusion, and operational efficiency.
Produce high-quality analytical notes, options papers, and slide decks in English and Portuguese.
Participate in key informant interviews, technical roundtables, and validation sessions; synthesize stakeholder inputs into refined recommendations.
Coordinate closely with ICT/ERMS specialists to align institutional reform options with results management requirements, data flows, and safeguards.
Administrative
Maintain clear documentation, citations, and version control for all deliverables.
Meet agreed timelines, level of effort, and quality standards; support the Team Leader on work planning and task sequencing.
Contribute to bilingual communications with partners and stakeholders, including agendas, briefs, and meeting notes.
Secondary Job Duties
Contribute to ongoing Democracy International business development efforts around the world.
Qualifications
Master’s Degree with a minimum of eight to ten years of experience in development activities, including donor funded grants and contracts; or a Ph.D. with at least eight years of experience in development activities, including donor funded grants and contracts.
Minimum of seven years of professional experience in electoral system design, EMB reform, or related governance reform processes.
Demonstrated experience in comparative institutional analysis and formulation of reform recommendations.
Familiarity with international standards and good practices in electoral management and institutional design.
Fluency in English.
Preferred candidates will also have fluency in Portuguese and/or experience working in Mozambique.
Reporting
This position reports to DI’s Director of Programs.
