DI is seeking to hire a

Team Leader

for an Options Study on reforming Mozambique’s election management structure and its election results management process under the “Support to Democratic Governance in Mozambique” project. The Team Leader will guide a small, multi-disciplinary team to assess the current institutional framework, review performance and challenges of existing Electoral Management Bodies (EMBs) and results processes, identify comparative models and good practices, and develop actionable reform options with legal, institutional, technological, and procedural recommendations. The Team Leader will serve as principal technical lead and day-to-day manager, coordinating closely with DI, partners, and stakeholders and ensuring high-quality, bilingual outputs (EN/PT). This is a remote short-term key personnel position that will require travel to Maputo, Mozambique and is contingent upon award. All deliverables will be produced in English and Portuguese. The anticipated period of performance is from 24 November 2025 to 22 February 2026.

Essential Job Duties

Lead the overall technical direction of the Options Study, including study design, methodology, and workplan, aligning with the Terms of Reference and project schedule.

Oversee assessments of Mozambique’s current election management structure and election results management processes, including document review, interviews, and data analysis.

Direct comparative research to surface relevant international models and good practices suited to Mozambique’s context and legal framework.

Develop reform options for EMB structure and results management that promote integrity, independence, professionalism, transparency, inclusivity, and efficiency.

Translate findings into clear, evidence-based recommendations for legal, institutional, technological, and procedural reforms.

Ensure all technical products (inception note, methodology, interim briefs, draft and final reports, slide decks) are high-quality, consistent, and delivered in English and Portuguese.

Coordinate inputs from specialized experts (e.g., electoral systems/EMB reform, ERMS/ICT), ensuring coherent analysis and integrated recommendations.

Administrative

Manage timelines, level of effort, and workflow to deliver all outputs on schedule and within budget.

Maintain organized documentation, version control, and quality assurance for bilingual deliverables.

Coordinate communications and meetings with DI, partners, and stakeholders; prepare agendas, notes, and action items.

Ensure compliance with DI policies and client requirements on ethics, safeguarding, and data protection.

Secondary Job Duties

Contribute to ongoing Democracy International business development efforts around the world.

Qualifications

Master’s Degree with a minimum of ten (10) years of experience managing development activities, including donor funded grants and contracts, or a Ph.D. with at least eight (8) years of experience managing development activities, including donor funded grants and contracts.

Minimum of ten (10) years of professional experience in electoral system reform, EMB institutional design, or election results management.

Demonstrated experience in leading multi-disciplinary teams in analytical or reform-oriented assignments.

Proven experience in conducting comparative studies and developing reform options for electoral management bodies or election systems.

Excellent analytical, coordination and report writing skills, with a proven record of producing technical or policy reports for international organizations or governments.

Fluency in English.

Preferred candidates will additionally possess fluency in Portuguese, and/or have experience working in Mozambique.

Reporting

This position reports to DI’s Director of Programs.
