Senior Financial Management Specialist – Disaster Management – Remote (US) ICF’s Disaster Management Division is seeking a

Senior Financial Management Specialist

to support state recovery operations, manage disaster grant resources, and support client needs. This position is 100% Remote in the United States with ability to travel; preference given to Austin, Texas area (Hybrid).

Compensation Base salary: $82,000 – $95,000 (based on job match and location). Pay range: $81,094 – $137,860.

Key Responsibilities

Support clients’ CDBG-DR/MIT programs with essential financial services.

Advise clients on CDBG-DR/MIT regulations, requirements, and grant management.

Create resources for financial policies, award management, compliance, and SOPs.

Manage data across multiple financial and grant systems with accuracy.

Assist in preparing required program compliance reports.

Analyze program performance and recommend improvements.

Lead creation of internal finance manuals covering accounting, billing, planning, audits, and back‑office operations.

Assist with disaster recovery/data analytics projects alongside ICF experts.

Help develop project plans, schedules, and required documents to meet client needs.

Review complex draws for proper documentation and CDBG‑DR/MIT compliance.

Act as main contact for financial tasks, including reporting, reconciliations, projections, and budgeting.

Minimum Required Qualifications

Bachelor’s degree in a related field.

5+ years of financial analyst experience, including 2+ years of CDBG‑DR/MIT financial compliance and reporting.

3+ years experience in Grant Accounting, Public Accounting, Budgeting, and/or Forecasting.

Advanced knowledge of Microsoft Excel (pivot tables and advanced formulas).

Willing and able to travel (flight and vehicle) for work as needed with minimal notice.

Preferred Qualifications

Familiarity with HUD’s DRGR Reporting system.

Graduate’s degree in public administration, disaster recovery, government accounting, business administration, or related field.

Good understanding of BI reporting tools (MS Visio, Power BI, Tableau).

Familiarity with Quickbase or similar low‑code platforms.

Experience working in Texas within a Federal, State, and/or City financial role.

Professional Skills

Advanced knowledge of compliance requirements for HUD’s CDBG‑DR/MIT program and 2 CFR 200.

Experience with Microsoft Office Suite and ability to learn project‑specific computer proprietary systems.

Expert problem‑solving capabilities and ability to learn quickly and apply knowledge to unique circumstances.

Excellent communication, writing, and presentation skills; experience providing training on complex subjects to multiple audiences.

Strong critical thinking, analytical, mathematical and/or financial skills.

Ability to execute project plans, maintain schedules, and forecast activities.

Self‑motivated; ability to work independently.
