Overview
The City of Idaho Falls is accepting applications for a Public Works Inspector. This position performs a variety of
advanced para-professional and technical engineering related tasks
in the inspection of construction within the public rights-of-way. Supervision Supervision Received: Works under general guidance and direction of the Construction Inspection Manager. Supervision Exercised: Provides general field inspection supervision to temporary and seasonal inspection personnel or crew(s). Compensation : The starting pay range for this position is
$28.00 to $33.44 per hour , based on the candidate’s experience, qualifications, and overall alignment with the role. Key Responsibilities
Plan work assignments and assist personnel in related inspection work necessary to control project operations; participate with subordinate personnel in conducting inspections and assume responsibility for inspection quality; perform related office tasks. Conduct routine and complex inspections monitoring public infrastructure and construction practices for a variety of public works projects related to general improvements to public rights-of-way (earth work, signage, surfacing, surface restoration, water and sewer lines and connections, manholes, storm drain structures, curb, gutter, sidewalks, ADA ramps, driveways, parking lots, water ways, etc.). Approve continuance of work progress or issue "stop work" notices based on compliance with standards and project specifications; perform final walk-through inspections with developers and contractors; complete punch lists as needed to determine completion status. Schedule and oversee testing procedures in basic materials, earthwork, aggregate production, asphalt, and concrete; recommend procedural changes as conditions dictate. Supervise technical aspects of specialized projects, inspection of water and sewer systems, street and highway construction, and associated structures of bridges, wells, and sewage lift stations. Check project work zones for compliance with approved traffic control plans, City Traffic Control policy, and MUTCD requirements (Part 6). Ensure storm water compliance with approved storm water pollution prevention plans under MS4 and NPDES CGP requirements. Direct and assist in testing of materials furnished to projects for specification compliance and recommend changes in test procedures as needed. Verify and complete record drawings; read and interpret plans and make field changes where needed. Compile statistical information to support sampling and testing requirements; check computations, structure layouts and project controls; assemble project records, diaries, and cost estimates; coordinate project activities involving multiple contractors, agencies, and utilities. Discuss construction problems with contractor personnel; evaluate scope and determine alternative actions; maintain liaison with other divisions and the public; assist in other Public Works projects as needed. Performs related duties as required and supports Street department on-call services during snow events as necessary. Education and Experience
One (1) year of specialized training obtainable through vocational school, college, professionally sponsored workshops and in-service; OR One (1) year experience in Construction inspection; OR One (1) year experience in construction materials testing or surveying; OR An equivalent combination of education and experience. Knowledge, Skills, and Abilities
Considerable knowledge
of civil engineering testing methods, principles and practices and procedures related to construction and design of street improvements and structures; sampling and testing applications and procedures; construction methods and materials common to public works projects; engineering standards and codes; technical and practical design of public works systems; interpersonal communication skills; the use of a variety of technical engineering equipment and drafting tools; political, legal and governmental processes affecting various engineering programs and project management; physical properties of construction materials; sampling and testing procedures; City construction standards and uniform codes; engineering practices and design principles; laboratory procedures and precautions; public relations; technical report writing and skills. Working knowledge
of engineering mathematics; cost estimating and project budget analysis. Some knowledge of the principles of supervision. Considerable skill
in diplomacy and cooperative problem solving. Skill in the use of compaction testing equipment, electronic locators, concrete testers, etc. Ability to
enforce construction compliance with contract specifications and drawings; read and interpret plans and blueprints; communicate effectively, verbally and in writing; develop and maintain effective working relationships with public contractors, agency heads, elected officials, subordinates and department heads; work in various climate and weather extremes. Special Qualifications
Residency Requirement: Within six months of hire, establish residence within a 45-minute notification to respond zone from the City Annex Building. Must possess a valid Class D Idaho driver's license. Preferred: Certified Engineering Technician; WAQTC Certifications or ability to obtain within 6 months; Idaho Transportation Department IQP Certifications or ability to obtain within 6 months. Incumbent Tasks require a variety of physical activities not generally involving muscular strain. Frequent physical activity related to walking, standing, stooping, sitting, reaching, and moderate lifting. Essential functions require talking, hearing and seeing. Mental application utilizes memory for details, emotional stability and discriminating thinking. Frequent travel within the City of Idaho Falls required in course of performing portions of job functions; exposure to weather conditions, dust, fumes, and equipment.
