RELOCATION ASSISTANCE: No relocation assistance available CLEARANCE TYPE: Polygraph TRAVEL: No Northrop Grumman is looking for a Manager, Programs Level 3 to support our growing portfolio of classified programs within the Cyber & Information Solutions Business Unit, which falls under the Navigation Intelligence & Connectivity Division. This position will be onsite in Annapolis Junction, MD. Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas. Additional responsibilities will include: The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements. Work closely with CAMS to ensure financial health of the program is accurately represented Work closely with Business Management, GSC, Security, Ops, Mission Assurance, Business Development, IT, and E&S to drive program success Cultivate customer relationships and intimacy to develop further opportunities within the customer community Refine program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations Measuring and reporting program performance Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions. Identification, distribution, tracking, and completion of program requirements Adherence to budget baselines utilizing Earned Value Management System (EVMS) control methodologies and tools Participating in internal Program Management Reviews, Headcount Reviews, Financial Forecast reviews, and monthly financial submittals Identifying, allocating and managing program resources, including workforce planning Preparation of charts and briefings on status/progress and processes; delivering presentations to customers, executive management and other program stakeholders Managing suppliers to meet program objectives. Adherence to all internal processes, policies, and applicable industry standards Ensuring program team understands and adheres to contract scope, and manages change through control board activities Adherence to master plans and schedules Conducting thorough risk & opportunity management practices including identification, mitigation and realization Basic Qualifications

A Bachelor\'s degree and a minimum of 8 years of relevant experience leading program teams and developing programs and deliverables; OR a Master\'s degree and 6 or more years of relevant experience leading program teams and developing programs and deliverables. Demonstrated experience leading high performing and multidisciplinary teams to deliver programs or products that met defined performance, cost, and schedule objectives. Demonstrated experience collaborating across multiple organizations and/or business units to establish and lead cross-functional teams, secure stakeholder alignment, and deliver programs or products within defined scope, schedule, and quality objectives. Experience managing programs or products through planning, execution, delivery, and sustainment using structured program management methodologies. Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account management. Experience leading programs integrating Agile Project Management, MBSE, DevOps, and Software Development practices. Project and program management experience within the aerospace and defense industry, with comprehensive knowledge of program management standards, policies, and guidelines. Demonstrated ability to engage and influence executive-level management and external customers, evidenced by preparing and delivering oral briefings and written communications that directly support program outcomes. US Citizenship. A current/active TS/SCI with Polygraph required to start. Preferred Qualifications

Advanced (master’s or PhD) STEM degree with 6 years of related experience leading program teams to develop program and deliverables based on changing requirements and needs of customer and contract. Experience with Confluence and Jira. Experience with program execution on multiple contract types, for example FFP and CPFF. Experience taking development programs through major milestones. Primary Level Salary Range: $187,000.00 - $280,600.00 The above salary range represents a general guideline; offers consider factors such as scope, responsibilities, candidate experience, education, skills, and market conditions. Depending on the position, overtime, shift differential, and a discretionary bonus may apply. Vice President or Director positions may be eligible for Long Term Incentives.
