Manager, Programs Level 3 , to join the
Microelectronics Design and Applications (MD&A)
onsite in
Annapolis Junction or Linthicum, MD . The role focuses on delivering all contractual requirements within cost and on schedule, while meeting technical requirements and fostering customer intimacy to support value creation and future business actions. The position also involves managing direct reports. What You\'ll Get to Do
Responsibilities: Control Account Management. Identify program staffing needs and participate in workforce planning. Manage risk & opportunity, including identification, mitigation and realization. Ensure contract deliverables (CDRLs) are completed. Direct the work of personnel across technical, manufacturing, and administrative areas. Track and manage Government Property (GFE, CFE, etc.). Develop and adhere to budget baselines using Earned Value Management (EVM) or similar methodologies. Prepare proposals, business plans, proposal work statements and specifications, operating budgets and contract terms. Basic Qualifications
Bachelor\'s Degree and 8+ years of experience supporting Government contracts and/or project management in other industries. Demonstrated success leading teams to achieve a common goal. Experience controlling cost and schedule baselines per program plans (Cost Account Management). Experience controlling scope throughout the program lifecycle. Experience managing, controlling, and communicating risks and opportunities across the program lifecycle. Experience with supplier/subcontractor engagement and management. Experience supporting DoD/DoW programs. U.S. Citizenship and active TS/SCI clearance with a CI Polygraph. Preferred Qualifications
Experience applying business and financial concepts to program decisions and performance. Experience identifying customer needs to develop additional business opportunities. Experience with Operations and Maintenance (O&M) activities. Experience with semiconductor fabrication. Experience in leading or participating in proposals. Experience in Level of Effort (LOE) contracting and with award-fee contracts. Understanding of manufacturing principles and practices. Experience managing direct reports. Active PMP or PgMP certification or willingness to obtain certification. Active TS/SCI with a full-scope polygraph. Compensation and Benefits
Primary Level Salary Range:
$178,500.00 - $280,600.00 . The above salary range is a general guideline. Factors in determining base salary include the scope and responsibilities of the position, candidate experience, education, skills, and current market conditions. Depending on the position, overtime, shift differential, and discretionary bonuses may apply. Long-term incentives may be available for Vice President or Director levels. Northrop Grumman offers a range of benefits including health, life and disability insurance, a savings plan, paid holidays, and PTO.
