As we expand into new markets, optimize operations, and grow globally, we seek a strategic and results-driven Operations Manager to drive efficiency, team leadership, and project execution. The Operations Manager will oversee day-to-day operations across all teams. This fast-paced, high-impact role requires a strong leader who excels in construction operations, team management, and process optimization. The Operations Manager is a key leadership position responsible for: Overseeing daily operations across construction, engineering, and management teams. Managing department leads and ensuring smooth project execution. Driving system adoption (Procore, QuickBooks, and workforce management tools). Supporting business development, including estimating, scheduling, and strategic planning. Enhancing workforce productivity and team cohesion. Key Responsibilities

The Operations Manager’s responsibilities include, but are not limited to: Executive & Goal Alignment

Collaborate closely with executive leadership to define and execute strategic priorities, SMART goals, and long-term business objectives. Implement formal client check-ins during and post-project to drive satisfaction and identify opportunities for recurring business. Develop and standardize SOPs based on project lessons learned to improve consistency and reduce avoidable risks across sites.

Leadership & Team Management

Lead and mentor division managers across construction, engineering, and management and compliance operations. Ensure high-performance teams through coaching and accountability. Support hiring and workforce development to build a skilled, scalable team.

Business Development & Estimating Support

Assist in strategic market expansion and partnerships. Contribute to proposals by validating schedules, team/crew sizing, and productivity rates. Review project scopes to align execution with estimates.

Contract & Risk Management

Provide oversight of risk mitigation practices, including bonding verification, insurance requirements, lien waivers, and regulatory compliance. Ensure thorough project close-out procedures, including documentation, punch list management, and warranty tracking.

Operations & Project Execution

Enforce process efficiency in scheduling, reporting, and execution. Oversee site operations and ensure quality, safety, and cost control. Monitor performance data and improve project workflows.

Performance & Project Status Oversight

Ensure monthly financial reviews are conducted and clearly reported internally and externally. Guide superintendents and PMs in aligning field updates with financials, client expectations, and schedule progress.

Systems & Performance Tracking

Ensure full use of project management tools for tracking productivity and costs. Implement job costing for improved profitability. Monitor weekly and monthly performance KPIs and drive improvements.

Advanced Financial Oversight

Review and validate project cost forecasts with a focus on ensuring positive cash flow and protecting target profit margins. Ensure timely processing and alignment of change orders with contractual terms and financial goals. Oversee root cause analysis of recurring rework, delays, or safety issues, if any—and drive field-based process improvements accordingly.

Conflict Avoidance & Stakeholder Communication

Foster a solution-oriented team culture by managing internal and external challenges with diplomacy and clarity. Support project leaders in conducting proactive stakeholder updates and alignment meetings to avoid miscommunication and delays.

Qualifications & Requirements

Bachelor’s degree in construction management, Engineering, or related field preferred 15+ years in heavy civil construction operations with 5+ years in leadership Strong knowledge of civil construction, engineering, and management Experience managing teams across field and office environments Strong hands-on financial & ops controls (budgets, revenue, production) OSHA 30 Certification required (or must obtain within 3 months) PMP, Lean Six Sigma, or similar is a plus Why Join PrimECS?
