The City of Grovetown is accepting applications for a Sewer Plant Operator Trainee. This position pays $37,490 per year. All full-time employees are eligible for 100% paid medical insurance, dental coverage, life insurance, short term disability, and paid retirement.
JOB SUMMARY:
The purpose of this position is to provide a working advancement path while achieving the necessary license(s) to become a Wastewater Plant Operator, Class III License. This position will work under supervision of personnel possessing at least a Georgia Class III Wastewater Treatment License while learning the technical and operational aspects of operating a Wastewater Treatment Plant. This position will have progressive responsibilities on all aspects of Wastewater Treatment Plant operations. Specifically, this position, under direct and indirect supervision, is to perform technical tasks associated with the operation and maintenance of the wastewater treatment plant. This position will participate in the day-to-day operations of the department, including but not limited to collection systems, lift stations, and the Wastewater Treatment Plant, and performs necessary record keeping duties. This position requires training and experience normally associated with at least one to two years in a similar position. The employee in this position must be able to work flexible hours and be available for “on-call” situations.
Duties include but are not limited to the following:
•Assists the plant operator and/or designee with planning, scheduling, and executing daily work assignments
•Assists the plant operator and/or designee in overseeing the operation and maintenance of the Wastewater Treatment Plant and ensures that all assignment activities are accomplished in a timely manner
•Works closely with maintenance crews and assists in coordinating work activities with other City departments, equipment suppliers, private contractors, and citizens
•Ensures that all policies, procedures, practices, laws, and regulations are followed and upheld
•Ensures effective, efficient operation of the systems and that all customers receive quality customer service
•Assists the plant operator and/or designee in preparing monthly and other periodic reports for the Superintendent, Environmental Protection Division, and state health department as required
•Assists the plant operator and/or designee in tracking information for reports due to the state regarding sewer system operations and environmental compliance requirements
•Assists the plant operator and/or designee with ordering supplies needed at job sites
•Reacts to storms and emergencies and assists other departments as needed
•Confers with supervisor(s) and makes recommendations for maintenance and operations
•Performs other duties as assigned or required of the program
•Assists the plant operator and/or designee in recommending and formulating training programs for employees as needed
Knowledge, Skills, and Abilities:
•Knowledge of City geography including City maps/streets/locations
•Knowledge of the sewer system operations
•Knowledge of appropriate materials used in the daily operation of the department
•Knowledge of state and City laws, ordinances, policies, and procedures related to operation of the department
•Knowledge of safety regulations
•Knowledge of reporting procedures for wastewater, sewer, stormwater, stream, and other reportable areas
•Knowledge of record keeping procedures and requirements
•Knowledge and skills in creating, maintaining, and submitting reports using computers and software as needed and required
•Knowledge and skills in operating and maintaining a viable Wastewater Treatment Plant
•Knowledge and skills in prioritizing workloads and assignments
•Knowledge and skills in operating and maintaining heavy and light equipment
•Knowledge and skills in driving and maintaining light and/or heavy trucks
•Knowledge and skills in inspecting the Wastewater Treatment Plant and equipment for safety and serviceability according to OSHA, manufacturer, and other guidelines
•Skills with computers and ability to produce written reports for permit requirements
•Skills in oral and written communications
•Skills in safe operation and driving of City vehicles and equipment
•Skills in maintaining Wastewater Treatment Plant equipment
•Skills in using hand tools and power tools, such as chainsaws, pole saws, and other similar power tools, as well and wrenches, screwdrivers, and other tools normally associated with a Wastewater Treatment Plant
•Skills in performing basic safety regulations
•Skills and abilities in maintaining written and electronic records of wastewater using the current software utilized by the City
•Skills and abilities in properly reporting damage to vehicles, equipment, tools, and other City owned property
•Ability to read and write at a level of proficiency required for the position
•Ability to problem solve and multi-task

Complexity: Incumbent follows established rules, guidelines, and policies and may make suggestions or recommendations for updates and changes. Incumbent must have the ability to understand the scope, functions, and job duties with minimal instruction and will receive instructions from the plant operator and/or designee. The job is made complex by the volume of work to be done and the type and versatility of tools, equipment, and processes used. Incumbent must apply good judgment in matters relating to the department.

Contacts are generally with City employees, state EPD officials, engineering and environmental consultants, and members of the general public. The purpose of these contacts is to render services and provide or exchange information to the general public, and to ensure compliance with the Wastewater Treatment Plant and related regulations. Guidelines: Guidelines of the wastewater system requires the employee to use some judgment in accomplishing the overall goals and objectives of the department. Incumbent must convey information to superiors, peers, and others regarding expectations. Physical Demands: Position requires frequent lifting of items weighing more than 50 pounds, bending, stooping, crouching, crawling, climbing, working overhead, grasping, talking, seeing, observing, hearing, and listening. Incumbent must be in good physical condition, possess a high degree of manual dexterity, and be able to tolerate some periods of time working in extreme heat or cold and other adverse weather conditions. Supervisory Controls: This position works under the direct supervision of the Wastewater Plant Operator and/or designee and receives training from the same. The supervisor(s) would monitor work performance during and after work assignment and as work progresses. The Wastewater Plant Operator and/or designee will communicate duties and monitor work performance as work progresses. Work Environment: Work is typically conducted outdoors, at the Wastewater Treatment Plant, in streams and field environment, and various construction, stormwater, and sewer sites around the City. incumbent has exposure to noise, traffic, grease, oil, fuel, gas, flammables, dirt, dirty/unsanitary water, unsanitary trash, smoke, rotting leaves, trees, other vegetation, chemicals, raw sewage, infectious diseases, and other hazardous items. Incumbent may be exposed to severe weather conditions in an uncontrolled environment. Incumbent is often required to use protective gear and devices. Requirements: •Employee must possess and maintain a valid state driver’s license •Employee must have a good driving record •Employee must have one to two years’ experience working in a similar job with progressive responsibilities; a combination of certifications, training, and experience may be accepted •Employee must possess a high school diploma •Employee must possess or obtain and maintain a Georgia Class III Wastewater Treatment License within one year of appointment •Employee must possess excellent computer and data analysis skills •Employee must be available to work evenings and weekends as needed •Employee must be at least 18 years of age •Employee is subject to a pre-employment background check and drug screen •Employee is subject to random drug screens •Employee must follow all policies, rules, and regulations of the City Submit a completed City application and supporting documents to Human Resources, City of Grovetown, P.O.
