Introduction The Connecticut State Department of Education (CSDE) is now accepting applications for the position of Fiscal/Administrative Manager 1 to join our Special Education Rate Setting Unit within the Bureau of Fiscal Services.

Position Highlights

Full Time, 40 hours per week, Monday through Friday, First shift

Hybrid position eligible for telework after successful completion of the working test period and thereafter, in accordance with the Telework Policy

Located at 450 Columbus Blvd in Hartford, CT

The Role The Fiscal/Administrative Manager 1 role ensures compliance with federal and state regulations, supports financial sustainability, and guides a team of Rate Setters in analyzing cost reports, setting appropriate reimbursement rates, and coordinating with stakeholders.

About Us The CSDE is the administrative arm of the Connecticut State Board of Education. Through leadership, curriculum, research, planning, evaluation, assessment, data analyses and other assistance, the Department helps to ensure equal opportunity and excellence in education for all Connecticut students. Purpose of Job Class (Nature of Work) In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex, professional fiscal and administrative functions with a major emphasis on fiscal administration.

Examples of Duties

Schedules, assigns, oversees and reviews the work of staff

Provides staff training and assistance

Conducts performance evaluations

Determines priorities and plans unit work

Establishes and maintains unit procedures

Develops or makes recommendations on the development of policies and standards

Interprets and administers pertinent laws

Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures

Coordinates fiscal functions including budget preparation and management, accounting and financial reporting and analysis

Assists in planning and implementation of financial aspects of EDP systems

Utilizes EDP systems for financial records, reports and analyses

Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation

Supervises and coordinates a variety of administrative functions such as grant administration, payroll, purchasing and contract administration

In addition to supervising fiscal/administrative functions may supervise support services

In a facility, may ensure conformance with related standards of TJC, OSHA, Environmental Protection and other regulatory agencies

Performs related duties as required

Office of Policy and Management, Office of Finance

Formulates policies and procedures related to state agency procurement and programmatic and fiscal management of health and human services purchase of service contracts and personal service agreements

Designs, develops and implements statewide standards, goals and objectives for contracting, rate setting, payment, accounting, budgeting, auditing and other fiscal and administrative procedures to assure fiscal accountability for contracting

Provides direction, interpretation and guidance to state agency fiscal/administrative staff involved with contracting

Reviews with state contracting agencies the budgetary impact of any privatization contract and need for any budget adjustments

Works with state agency contracting staff to implement requirements of the State Contracting Standards Board

Researches, interprets and administers pertinent laws and regulations

Performs related duties as required

Addendum Distinction will be made between accountability for and participation in these functions. Fiscal/administrative supervisors, managers and chiefs must be accountable for or supervise the function if it is to be considered under the Guidelines for Class Use. The descriptions of each functional heading are not meant to be all inclusive. Their purpose is to provide a sampling of tasks in each functional area. Those areas with an asterisk must consume a significant amount of professional staff hours to be considered additional functions under the Guidelines. As a rule of thumb a significant amount of time will be considered a minimum of ten percent of total professional staff time or supervision of one full time professional position, whichever is smaller.

Knowledge, Skill and Ability

Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting

Knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration

Considerable interpersonal skills

Oral and written communication skills

Considerable ability to understand and apply relevant state and federal laws, statutes and regulations

To prepare and analyze financial and statistical reports

Ability to analyze budgetary and related problems

Utilize EDP systems for financial management

Minimum Qualifications - General Experience Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function.

Minimum Qualifications - Special Experience One (1) year of the General Experience must have been supervising professional level staff.

Minimum Qualifications - Substitutions Allowed

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.

Preferred Qualifications

Experience with Governmental Accounting, including agency budgets with multiple funding sources

Experience in establishment, calculation and analysis of programmatic rates

Experience with reviewing and analyzing federal and state regulatory requirements

Experience facilitating process improvements and documenting procedures

Experience supervising assigned fiscal services staff

Experience analyzing and manipulating data using Microsoft Excel
