THIS IS A NON-CIVIL SERVICE POSITION
Salary Range $74,803.00 – $97,243.00 Annually
Job Summary The Special Project Manager will manage and oversee projects initiated in the Department of Housing & Community Development’s Office of Implementation & Innovation related to the agencies vacant reduction strategy and Reframe Baltimore, performing professional work in managing an administrative, programmatic or technical operation for an agency. The position may involve leading operations within the implementation and innovation team, but does not involve full supervisory duties or responsibilities. Incumbants will manage several specialized projects in collaboration with various divisions within the agency and the mayor’s office, integrating basic processes and assisting higher‑level managers in the administration of moderately complex operations. Initiative and independent judgment are exercised within a framework of standardized practices and procedures.
Essential Functions
Lead the creation of innovative strategies to improve process management related to Reframe Baltimore.
Lead the implementation of process management strategies related to Reframe Baltimore.
Manage cross‑agency coordination of strategies related to Reframe Baltimore.
Lead the creation, planning and implementation of standard operating procedures, policies, and legislation related to Reframe Baltimore.
Manage Board of Estimates process to bring on consultants and manage consultant contracts related to Reframe Baltimore.
Work with DHCD operations leadership to create process maps and assist in process improvement related to ReFrame Baltimore.
Plan and coordinate administrative activities of a department or program in areas such as budget preparation, fiscal and expenditure control, purchasing, human resources administration, legislative analysis, economic development, public policy, community relations or organizational analysis.
Review, interpret and recommend new, revised or amended departmental policies, practices and procedures to ensure program efficiency and compliance with City, State and Federal laws and regulations.
Develop long‑ and short‑term goals for a department or program to meet objectives.
Develop, revise and implement policies and procedures.
Monitor program activities to ensure compliance with Federal, State and City affirmative action requirements.
Evaluate programs, policies and operational procedures to ensure compliance with established federal, state, municipal, and departmental policies, goals, and objectives.
Manage projects by creating and executing plans of action and prioritizing multiple tasks effectively.
Oversee staff development and direct the implementation of new methods and procedures in the department.
Plan, coordinate and evaluate the work of subordinate personnel.
Minimum Qualifications Education : A bachelor’s degree from an accredited college or university.
Experience : At least four years of experience in administrative, technical or professional work.
Knowledge, Skills & Abilities
Knowledge of the principles and practices of public and business administration, including the process of planning, organizing, staffing, directing and controlling.
Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information.
Knowledge of management practices and methods.
Ability to adapt and apply the concepts and techniques of administrative analysis to work assignments.
Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
Ability to interpret and apply laws, rules, regulations, standards and procedures.
Ability to prepare and present reports or recommendations clearly and concisely.
Ability to compile data.
Ability to coordinate the activities of an organizational unit.
Ability to plan, organize and direct the work of others.
Ability to research and write complex narrative and statistical reports.
Ability to establish and maintain effective working relationships with city officials, community and business groups to communicate effectively, both orally and in writing.
Additional Information Background Check: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint. Probation: All persons, including current City employees, selected for this position must complete a mandatory six‑month probation. Financial Disclosure: This position is required to complete a Financial Disclosure pursuant to Sections 7‑7, 7‑8, and 7‑9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
