Responsibilities The incumbent will: • Provide legal counsel to the Office of Transit and Active Transportation (OTAT) and supervise its Grant Agreements Unit. • Ensure legal compliance and efficient contract coordination for state and federal transportation programs related to transit, shared mobility, and active transportation. • Serve as OTAT’s primary legal liaison with internal MnDOT offices and federal agencies, representing the office in legislative and regulatory settings. • May oversee administrative rulemaking under the Minnesota Administrative Procedures Act.
Minimum Qualifications
Juris Doctorate from an American Bar Association‑accredited law school.
Licensed to practice law in Minnesota.
Two years of professional supervisory experience **OR** three years of advanced professional contract or state and federal grant experience that demonstrates:
Legal drafting skills sufficient to draft complex contracts.
Legal analysis skills sufficient to comprehend case law, statutes, and regulations and to apply findings to specific facts and circumstances.
Client counseling skills sufficient to provide complex information.
Preferred Qualifications
Experience supervising staff.
Experience with government programs and regulations.
Additional Requirements Successful candidate must pass past‑employer reference checks and a criminal history check. The background check may include SEMA4 Records Check, Criminal History Check, Employment Reference Check, Driver’s License Check, and Education/License Verification.
