Correctional Health Service Manager
is a non-commissioned position overseeing high-quality, compliant, and efficient physical, behavioral health, and dental care for individuals incarcerated in Whatcom County Corrections Facilities. The manager develops policies, procedures, and collaborates with correctional and public health officials to maintain a safe and effective healthcare environment.
Key Duties
Oversees daily healthcare operations within Whatcom County Corrections Facilities under the direction of the Chief of Corrections and in collaboration with the Health and Community Services Director.
Develops, implements, and oversees evidence-based, fiscally responsible, and culturally relevant health programs for incarcerated individuals.
Works closely with the criminal justice system and law enforcement to develop intervention, treatment, and recovery programming; provides leadership and coordination for therapeutic court initiatives.
Utilizes a Recovery Oriented System of Care framework in decision making, planning and outreach to create pathways for re-entry services.
Ensures compliance with National Commission on Correctional Health Care (NCCHC) standards and accreditation requirements, integrating best practices into correctional health services.
Responds to community concerns and ensures program compliance with applicable laws, policies, and regulations.

Supervisor Chief of Corrections
Hours of Work Monday – Friday, 8 am – 5 pm
Salary Range Unrepresented Range 10
Hiring rate depends on qualifications. This position receives annualpay increases to the next step in the associated salary range (apx. 3.8%) subject to satisfactory performance, in addition to any negotiated Cost of Living Adjustments (COLA).
Required Qualifications
One of the following: a Bachelor's degree in Healthcare Administration, Nursing, Public Administration, Social Work or a closely related field AND 5 years of experience in healthcare management, preferably in correctional or institutional settings INCLUDING 2 years of supervisory experience; OR an Associate’s degree of Applied Science in Nursing or a related field AND 6 years of experience in healthcare management, preferably in correctional or institutional settings INCLUDING 3 years of supervisory experience; OR a High School Diploma or GED AND 8 years of experience in healthcare management, preferably in correctional or institutional settings INCLUDING 4 years of supervisory experience.
Desired
Knowledge of correctional health regulations, including NCCHC, ACA, and HIPAA standards.
Preferred
Valid Washington State Registered Nurse license or equivalent allied health field licensure.
Special Requirements
Must have a driving record that meets County standards and possess a valid driver's license at time of hire and throughout employment.
Background check including a pre-employment polygraph examination and background investigation must meet County criteria for law enforcement employees.
Ability to obtain NCCHC Certified Correctional Health Professional.
Due to Civil Service laws and regulations, must be a United States citizen or lawful permanent resident.
