The Iowa Department of Health and Human Services (HHS), Division of State-Operated Specialty Care, Bureau of Woodward Resource Center (WRC) is seeking a full‑time Budget Analyst 2. This position focuses on budgeting, accounting, and reporting services for WRC and reports to the Public Service Manager 2.

Join WRC where we are dedicated to providing exceptional care, support, and opportunities for growth. This role will play a pivotal role in supporting WRC’s Administrative Services division.

Key Responsibilities

Prepare all financial reports, collect and analyze budget and fiscal data, and enter budget information into the Iowa Advantage system.

Monitor receipts of MCO revenue, preparing and submitting the Iowa Advantage Cash Receipt and supporting documentation for Medicaid payments from Managed Care Organizations and Iowa Medicaid Enterprise.

Verify invoice information, review attachments to confirm authorization for goods or services, and interact with the HHS Cost Audit team, HHS central office, and state auditors.

Submit unclaimed property to the Great Iowa Treasurer Hunt and provide special‑funds reports to WRC Cashier and WRC Assistant Superintendent of Administration monthly.

Minimum Qualification Requirements

Graduation from an accredited four‑year college or university with a degree in accounting, finance, or business administration, and a minimum of two years of professional‑level budget analysis or fiscal management experience.

For candidates with less formal education, a combination of work experience and coursework totaling four years, with thirty semester hours in accounting, finance, or business administration equating to one year of experience.

Graduates with a master’s degree in business administration or public administration plus one year of professional budget analysis experience and the same four‑year education/experience requirement.

Current continuous experience as a Budget Analyst 1 in the state executive branch for at least eighteen months.
