Investigative Program Specialist (Polygraph Examiner)

This position is part of the Office of Professional Responsibility, Credibility Assessment Division. The Investigator will perform polygraph examinations to support administrative, civil, counterintelligence, and criminal investigations.

Responsibilities
Conduct all types of polygraph examinations in support of CBP, DHS, and external agencies.
Coordinate, plan, and administer polygraph examinations.
Conduct pre‑test interviews to determine willingness and capability to submit to the examination.
Evaluate physical and psychological suitability for testing to determine if the examination will proceed.
Prepare accurate, concise, logical, comprehensive, and objective reports of investigations for legal venues, including testifying in court when required.
Conduct extended testing to resolve undetermined issues, confirm admissions, or locate evidence when necessary.
Qualifications
Education:
Bachelor’s degree from an accredited college or university.
Experience:
At least two years of investigative experience with a recognized U.S. Government agency or law‑enforcement agency.
Successful completion of a Psychophysiological Detection of Deception (PDD) polygraph examination.
Minimum age of 25 years.
Must be a U.S. Citizen; males born after 12/31/1959 must be registered with Selective Service.
Primary U.S. residency for at least three of the last five years.
Proficiency in English.
All pre‑employment processes will be conducted in English.
Requirement to pass a background investigation and/or polygraph.
Must comply with CBP’s DHS Drug‑Free Workplace Plan and drug testing procedures.
Must adhere to CBP ethics rules, conflict of interest statutes, and E‑Verify eligibility.
Experience Levels (GS-12 / GS-13)
GS-12:
1 year of specialized experience equivalent to the next lower grade level, performing duties such as selecting appropriate polygraph techniques, analyzing physiological data, conducting in‑depth interrogations, identifying case issues, and preparing investigative reports for legal venues.
GS-13:
1 year of specialized experience equivalent to the next lower grade level, performing duties such as adapting polygraph techniques, collecting evidence, conducting in‑depth interviews and interrogations, and preparing comprehensive forensic reports, with thorough knowledge of evidence law, criminal procedure, constitutional rights, and investigative matters.
Additional Requirements
All Polygraph Examiners must be certified by the National Center for Credibility Assessment (NCCA) and must attend the Basic Federal Polygraph Training Program.
Certified candidates must provide official NCCA certificates or evidence of prior official designation.
Transcripts will be required if certification documentation cannot be provided at application time.
Background Investigation
Comprehensive background investigation required prior to employment.
Investigation covers felony convictions, drug use, and other criminal history.
CBP may accept prior federal polygraph results for reciprocity.
Certain veterans may be eligible for a polygraph waiver.
Residency
Applicants must have physically resided in the United States for at least three of the last five years unless qualifying under specified exceptions (e.g., U.S. Government employment, military duty, study abroad, etc.).
Probationary Period All new federal employees serve a one‑year probationary period before the first permanent appointment.
