This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); Norfolk Naval Shipyard in Portsmouth, VA. Incumbent serves as a Program Manager in the Branch and assists with the oversight of one or a combination of Aquatics, Fitness, and Sports programs at the installation.

Duties

Assist in planning and implementing comprehensive aquatics and fitness programs for active and retired military, authorized civilians, contractors, and dependents at multiple facilities.

Direct the conduct of leagues, tournaments, and administer fitness programs to meet the needs of a diverse customer base.

Evaluate current programs and develop goals and objectives to improve or establish new programming.

Operate and manage assigned fitness facilities, including gymnasiums, fitness centers, swimming pools, sport fields, racquetball & tennis courts, and running tracks.

Ensure facilities are efficiently scheduled, well maintained, and inventory levels are adequate.

Set daily priorities, assign projects, evaluate results, and delegate authority to supervisors while holding them accountable for performance.

Ensure compliance with safety, occupational health standards, EEO directives, and the Navy's philosophy.

Serve as the onsite fitness authority on committees and other bodies, developing programming designed to improve wellness of the military community.

Prepare and submit input for NAF and APF requirements, financial reports, and justification/support documentation necessary to implement and maintain programs.

Establish and maintain internal controls over fitness property, equipment, and supplies; maintain all property management records and correspondence.

Generate required reports to higher headquarters and command; maintain an up-to-date library of references and resources.

Develop revisions, amendments, and changes to local standard operating procedures; dispose of obsolete files, records, and directives.

Supervise assigned staff, conduct employee appraisals, provide appropriate recognition, and encourage training.

Requirements Perform other related duties as required.

Must pass all applicable records and background check.

Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

Must have or be able to obtain and maintain a valid state driver's license.

Must possess or be able to obtain within 90 days of hire: Blood-borne Pathogen Certificate and Navy Basic Fitness Certification (if working in fitness facility).

May work with hazardous materials (e.g., cleaning agents, gas, etc.).

Incumbent is subject to work an uncommon tour of duty to meet program requirements, including nights, weekends and holidays.

Occasional travel of less than 10% may be required.

Starting May 7, 2025, non-affiliated individuals requesting access will need a REAL ID-compliant driver's license or another acceptable form of identification to access CNRMA installations.

A bachelor's degree in recreation, leisure studies, exercise science, or a related field is preferred but may be substituted by an equivalent combination of education, training, and experience.

Minimum of three years of documented experience in personnel supervision and fitness programming.

Must possess a current driver's license to drive a government vehicle in the performance of duties may be required.

Basic knowledge of principles of exercise plus a working knowledge of the Navy Physical Readiness Training (PRT) program.

Working knowledge of league and tournament organization and operation as well as basic rules of play of major team and individual sports.

Knowledge of NAF and APF budgeting and facility development systems and procedures.

General knowledge of the operation of aquatic programming and facility management.

Skills to develop new methods, systems and procedures for effective management of a fitness program of this size, scope and complexity.

Knowledge of Navy Physical fitness standards and ability to adapt standards to local demands with the wellness of the entire population being of primary concern.

Education A bachelor's degree in recreation, leisure studies, exercise science or a related field is preferred but may be substituted by an equivalent combination of education, training, and experience.

Additional information Salary is dependent on experience and/or education.
