Summary This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); NAS Key West. This position serves as the Program Manager with oversight of the Aquatics Director for NAS Key West. Responsibilities

Assist in planning and implementing a comprehensive aquatics program for active and retired military, authorized civilians, contractors, and dependents at multiple facilities. Program includes recreation swim, lap swim, water safety instruction, aquatic events, etc. Protect lives through prevention, preparedness, education, emergency medical, and rescue programs. Ensure all rules and regulations pertaining to swimming pools and waterfronts are posted and observed. Perform water rescues and land rescues as trained during emergencies (e.g., drowning, medical or trauma in the water). Manage respiratory, cardiac and first aid emergencies, including CPR, BVM resuscitation, and AED use. Maintain emergency equipment such as kits, rescue bags, backboards, suction devices, splints, stretchers, and monitoring equipment. Develop and oversee emergency medical and rescue training, public education, and related duties. Teach swimming skills and basic diving for all ages; prepare class materials; ensure patron safety. Ensure maintenance work, water chemical testing, pool vacuuming, filtration, and equipment comply with preventative medicine standards. Serve as the subject matter expert on aquatics for the installation. Program Management and Administration

Plan and coordinate recurring and non-recurring activities, events, and joint community undertakings to maximize resources in alignment with Morale, Welfare and Recreation (MWR) program development. Assist Fitness Program Director in updating departmental strategic plans and reports. Assist in projecting income from fees, monitor inventories and costs, patron counts, and maintain related records. Link departmental plans to CNIC and MWR priorities, including recruitment and retention. Coordinate program efforts with Fitness Division and other MWR personnel; schedule facilities and supervise adherence to guidelines. Identify installation and MWR target groups for cosponsored programs. Develop and maintain publicity and marketing plans (flyers, press releases, brochures, etc.). Arrange equipment, supplies, and services; recommend improvements. Ensure programs and use of equipment comply with sanitation, health, and safety regulations. Implement safety/risk management plans; schedule First Aid/CPR training; conduct regular safety inspections. Prepare training manuals and materials; conduct staff meetings and training. Schedule recreation facilities and supervise facility condition; provide clerical support and respond to public inquiries. Assist with reservations, contracts, and access lists for fitness, sports, and aquatics facilities. Supervisory Duties

Direct and prioritize staff work; conduct annual performance reviews; participate in staffing decisions. Ensure staff receive proper training; address disciplinary or performance issues timely. Meet federal employment suitability requirements; successful completion of background investigation; fingerprinting and background inquiry forms. Pass E-verify; resolve discrepancies as a condition of employment. Complete Personal Identity Verification (PIV) process with two forms of identification from Form I-9. May be required to pass pre-employment examinations. Valid State driver’s license required to operate motor vehicles. Direct Deposit/Electronic Funds Transfer for salary. Selective Service Registration for males born after 12/31/1959. Must satisfactorily pass CYP background screenings and CNACI. Obtain YMCA Aquatic Facility Manager or equivalent within first year; obtain American Red Cross Instructor Trainer (LGIT) or WSIT within first year. As of May 7, 2025, REAL ID or passport required to access government facilities. Qualifications

Specialized experience directly related to duties above. Must demonstrate knowledge of: organizing, planning, and conducting sports and aquatics activities; coordinating volunteer programs; fundraising; marketing programs; and managing financial and physical resources of aquatics programs. See specialized experience criteria for full details. Knowledge of Navy recreation system and its mission. Ability to coordinate volunteer programs and raise local funds; solve problems in large, diverse groups. Ability to market programs and motivate patrons. Ability to manage resources for intramural sports and aquatics programs. Per DoD MWR Fitness Standards, the Aquatics Program Manager is supervisory. Preferred elements (two of three may suffice): Master’s Degree or equivalent graduate degree in Health, Fitness, Recreation, or related field, or 2 years of graduate study, or related legal degree. Instructor certification as lifeguard, water safety instructor, and applicable waterfront certification. At least three years of industry experience; maintain relevant certifications (CPR for the Professional Rescuer and Emergency Response). Preferred certifications: Lifeguard Instructor, Water Safety Instructor, Certified Pool Operator, American Red Cross Small Craft Safety Training. Education and Additional Information
