Position Details Job Location: 150 N 18th Ave, Phoenix, AZ 85007.
Hybrid
(up to 2‑3 days remote).
Salary: $65,000. Grade: 22.
Job Summary Under the direction of the HR Operations Manager, this position provides subject matter expertise for Classification and Compensation services to the agency. Responsibilities include processing justifications to fill, conducting salary analysis, drafting or reviewing position descriptions, and handling classification and compensation actions. The position serves as a backup for the agency generalist and provides oversight of HR strategies, actions, and activities across multiple divisions. The role requires interacting with internal agency staff, partners, and employees, ensuring compliance with ADHS policies and federal/state regulations.
Job Duties
Serve as a senior subject matter expert in Classification and Compensation, providing technical analysis and review.
Partner with Business Partners to ensure accuracy and timely submissions, including confidential issues.
Conduct quality assurance reviews for all personnel, classification, and requisition actions.
Maintain confidential records and documentation related to personnel actions.
Ensure accurate data entry into HR systems.
Prepare updates, establishments, and reallocation packets for submission.
Review and complete PD requests submitted by Hiring Managers, Management, and HR Business Partner.
Track all HR actions submitted for timeliness and completion.
Work closely with Payroll and other personnel agencies/offices.
Submit and review justifications to fill request forms for approval and processing.
Participate in large‑scale Classification and Compensation projects, providing analysis and recommendations.
Assist with special projects as assigned.
Knowledge, Skills & Abilities Knowledge Of:
HRIS systems theories, concepts, principles and techniques of all functional areas of position classification under the State Classification Plan; state government organization, operation, processes and procedures; rules and regulations sufficient to appropriately interpret and apply to classification and compensation issues and merit system principles. Project management; data analysis.
The structure, functions, mission, objectives of all major and most medium/small state organizations and their relationships; personnel rules; data and Fair Labor Standards Act (FLSA); Human Resources Management principles and practices; the Human Resources Information System (HRIS) payroll/personnel data system principles and practices of modern organizational development.
Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.
Skill In:
Effective written communication skills to produce detailed, clear and concise audit reports in support of recommendations or compensation reports.
Excellent oral communication skills in presenting and defending recommendations.
Research and analytical skills sufficient to compile supporting information from a wide variety of sources and to organize facts and draw logical conclusions.
Interpersonal skills in developing and maintaining effective working relationships, team leadership, basic math and algebra to evaluate compensation data.
Researching, collecting, and analyzing data and reports; developing and implementing improvement initiatives; leading initiatives in talent management, change management, continuous improvement; training facilitation and curriculum development; communicating with diverse customers.
Making informed decisions, planning, prioritizing, completing multiple tasks while maintaining confidentiality.
Ability To:
Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules and regulations; perform research, collect and analyze data and report information.
Demonstrate continuous effort to improve operations, reduce turnaround times, and streamline work processes.
Understand, explain and apply state and federal personnel laws, and state and agency rules, procedures and policies to respond to personnel inquiries with accuracy and diplomacy.
Work independently and within a collaborative team-oriented environment, using sound judgment in decision making.
Translate data and trend analysis into usable information for non‑technical audiences, establish and maintain interpersonal relationships.

Selective Preference(s):
Bachelor’s Degree in Human Resources or closely related field and two years experience as an Intermediate Human Resources Analyst or equivalent experience.
