Job Summary This position is located in the District of Columbia Public Library (DCPL). DCPL provides environments that invite reading, learning, and community discussion, to equip people with the resources they need to learn all their lives. This position is within Public Services, Youth and Family Services, this team is dedicated to fostering a love of learning, literacy, and community engagement among young people and their families. Through innovative programs, resources, and partnerships, we provide access to educational opportunities that support youth from early childhood through adolescence.

The Early Literacy Manager is responsible for overseeing the development, implementation, evaluation, and advising management on the efficiency and effectiveness of early literacy programs and services within the DCPL system. This position will lead in the efforts to promote early childhood literacy, engage families, and ensure that the library’s services meet the developmental needs of young children (birth to age 5). The Early Literacy Manager will work collaboratively with the Director of Youth and Family Services, library staff, community organizations, schools, and families to provide high-quality early learning experiences and foster a love of reading in the District’s youngest residents.

Duties And Responsibilities

Develop, implement, and evaluate age-appropriate early literacy programs for children birth to age five, including storytimes, workshops, and community events, ensuring alignment with best practices in early childhood education.

Provide training and mentorship to staff and volunteers, develop resources for families, and establish partnerships with schools and community organizations to promote early literacy and strengthen the library’s role as a hub for early learning.

Oversee the selection and maintenance of inclusive, culturally relevant materials for young children while integrating technology to enhance programming.

Evaluate program effectiveness through data-driven methods, advocate for early literacy at various levels, and support the library’s mission by contributing to system-wide initiatives, events, and special projects.

Coordinate the creation of Early Learning Programs at MLK and neighborhood libraries.

Identify and secure grants to support early childhood initiatives.

Serve as liaison between the DCPL and the Department of Education on early childhood and early literacy initiatives.

Support/advise staff within the DCPL as programs open in the community.

Provide professional development from a statewide perspective on Early Childhood & Literacy Initiatives.

Create, facilitate, and implement memoranda of understanding with the Office of the State Superintendent, DC Public Schools, the community, and outside contractors.

Develop, manage, and monitor memoranda of understanding, contracts, interagency agreements, cooperative endeavor agreements, program outcome reports, and supporting documents on behalf of the program; and

Provide support for meetings, conferences, special projects, and other duties in support of Youth and Family Services and/or DCPL, as requested by the Director.

Performs other related duties as assigned.

Qualifications & Experience Education cannot be substituted for experience The incumbent must possess a Masters-Degree in Library Science from an ALA-accredited institution or related field (Education, Social Services, Community Development, Public Administration, Public Health). In addition to a minimum of three (3) years of managerial experience or at least 1 year of specialized experience at the next lower grade level (MSS 12 | Assistant Manager; any grade level below will not be considered in the recruitment process).

Knowledge of early childhood literacy development, child development principles, and best practices in early literacy education.

Strong leadership skills, with the ability to inspire and manage a team of staff and volunteers.

Excellent communication skills, both written and verbal, with the ability to engage and connect with families, caregivers, and community partners.

Creative program development skills, with the ability to design engaging and innovative early literacy programs.

Ability to assess and evaluate programs and services, using data to drive improvements and demonstrate impact.

Strong organizational skills and the ability to manage multiple projects, priorities, and deadlines.

Expert knowledge of the principles, practices or techniques of program development, implementation, management, and evaluation.

Comprehensive knowledge of and skill in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.

Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.

Knowledge of relationships with other programs and key administrative support functions within DCPL.

Ability to lift up to 25 pounds and handle library materials in various formats.

Residency Requirement A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than the Senior Executive Attorney Service (SEAS), or an attorney position in the Excepted Service (series 950) who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected the person shall be required to present no less than eight proofs of bona fide District residency and maintain such residency for seven consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the seven-year period will result in forfeiture of employment.

General Suitability Screening This position is subject to general suitability screening; verification of employment history, reference checks and degree/license, as applicable. The appointee to the position may be offered employment contingent upon receipt of a satisfactory general suitability screening.

Enhanced Suitability Screening The position for which the individual is applying has been identified and designated as requiring enhanced suitability screening; if tentatively selected for the position, a criminal background check, traffic record check, consumer credit check, and mandatory drug and alcohol test will be conducted (as appropriate); and the appointee to the position may be offered employment contingent upon receipt of a satisfactory enhanced suitability screening.

Employment Benefits Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.

MSS At-Will Statement:

Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit:

This position is not covered under a collective bargaining agreement.

Appointed Salary -

The selected incumbent will be appointed at the appropriate salary rate of a MSS 13.

Budgeted Salary –

This position is budgeted for the minimum salary of $99,513 to the maximum salary of $110,000.
