Preschool & Early Learning Division Director
Overview: Multnomah County seeks a Division Director to lead the Preschool & Early Learning Division (PELD) and manage the universal preschool system rollout through 2030. This is a senior leadership role within the Department of County Human Services (DCHS) with a focus on equity, workforce development, partnerships, and strategic budget management.
Pay and Status Base pay range: $118,948.83/yr - $190,317.59/yr

The Opportunity Lead the countywide implementation of a universal preschool system, collaborate with community partners and PELD teams, and build relationships with preschool providers to expand early learning spaces. Direct division-wide priorities, lead budget development and resource allocation, and guide the initiative to provide universal preschool in Multnomah County by 2030.
Primary Responsibilities Include
Workforce + Equity: Integrate equity as a core focus; hire, supervise, direct, and evaluate staff; reduce barriers for children, families, and providers from Black, Indigenous, and other communities of color; foster an inclusive work environment.
Partnerships: Collaborate with parents, preschool providers, state leadership, boards, and community stakeholders; establish a diverse preschool advisory group with diverse participation.
Strategic Leadership + Framework: Develop and maintain an implementation plan; direct division-wide priorities; lead budget development and resource allocation; ensure alignment across systems; establish relationships with unions and implement Workforce Equity Strategic Plan.

Knowledge of equity, inclusion, implicit bias, and systemic oppressions in early care and education.
Knowledge of preschool systems or youth and family systems and best practices.
Understanding of diverse cultures and communities, especially Black and Indigenous child care providers and families.
Trauma-informed practices and understanding of caring for providers.
Experience with participatory management and leading diverse teams.
Experience in building and leading complex programs.

Minimum Qualifications / Transferable Skills
Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives.
Bachelor's degree or equivalent practical experience.
Six (6) years of relevant leadership or technical program experience in early education/human services, including at least three (3) years in leadership within a complex organization.
Valid driver's license.
Criminal background check and reference check clearance.
