Overview

The City of Hoover is hiring a

Director of Engineering & Infrastructure . This role serves as the City’s chief engineer and strategic infrastructure executive, responsible for planning, implementing, and maintaining the City’s critical infrastructure systems—including transportation, stormwater, wastewater, facilities, and capital improvement projects. It provides leadership across public works engineering disciplines and ensures compliance with ADEM, FHWA/ALDOT, and MS4 standards while advancing growth and resilience. Responsibilities

Lead, plan, and oversee the City’s Engineering & Infrastructure Department, including engineering, transportation, stormwater, facilities, and wastewater management divisions. Direct the City’s Capital Improvement Program (CIP) and ensure projects are scoped, budgeted, and executed with safety, quality, and sustainability in mind. Oversee design, permitting, and construction management for roads, bridges, wastewater systems, stormwater facilities, and public works infrastructure. Manage compliance with ADEM, MS4, Clean Water Act, and NPDES requirements, including regulatory reporting, inspections, and corrective action plans. Lead coordination with ALDOT, MPOs, Jefferson and Shelby Counties, and other regional partners on transportation, water, and wastewater projects. Negotiate and manage contracts with consulting engineers, contractors, and construction management firms; oversee design-build and EPC delivery where applicable. Provide strategic technical advice to City leadership on capital investment priorities, infrastructure financing, and system resilience. Mentor and develop a high-performing technical staff, fostering accountability, professional excellence, and safety. Oversee development review, ensuring private infrastructure meets City standards and integrates with public systems. Serve as the City’s technical representative in infrastructure-related public engagement, MPO coordination, and regional planning efforts. Prepare and manage department operating and capital budgets, leveraging state and federal grants where possible. Performs other duties as directed. Qualifications

Bachelor’s degree or higher in Civil, Mechanical, or Environmental Engineering or a related field Fifteen (15) years or more of progressively responsible engineering and program management experience, including leadership of multidisciplinary teams delivering large infrastructure, utility, or industrial programs exceeding $100 million Experience with federal- and state-funded infrastructure programs, regulatory compliance (MS4, ADEM, FHWA), and public-sector capital delivery Current Registration as a Professional Engineer in the State of Alabama Possession of a valid State of Alabama Driver's License and ability to obtain/maintain a City of Hoover Driver's Permit Master of Business Administration (MBA) or Master’s in Engineering, Public Administration, or a related field (Preferred) Certifications PMP, Certified Floodplain Manager (CFM), or IMSA/ITE Traffic credentials (Preferred) Expertise in wastewater condition assessment, stormwater resilience, and EPC/public-private delivery models (Preferred) Demonstrated success managing multidisciplinary teams in engineering, construction, and operations environments (Preferred) Familiarity with GIS-based asset management, hydraulic modeling, and smart infrastructure technologies (Preferred) Salary and Benefits

Hiring Range $118,081.60 - $158,288.00 Starting salary may be adjusted depending on experience
