Stormwater Superintendent – New England Water Environment Association (NEWEA)
Location: South Burlington, VT
Salary: $100,000.00 - $130,000.00
Job Summary Manages the City’s compliance with MS4 and other stormwater permit requirements. Oversees the operation of the City’s stormwater utility. Manages capital improvement projects for the stormwater utility.
Responsibilities
Respond to citizen inquiries, complaints, and requests related to the Stormwater Utility.
Develop, manage, and oversee stormwater capital improvement projects from concept through construction. Coordinate with consultants to ensure the successful and timely completion of project-related work products. Ensure that projects comply with permits and align with the City’s capital improvement plan.
Provide oversight during the construction of stormwater projects. Prepare daily reports and keep accurate notes of construction progress. Consult with project engineers to resolve construction-related queries.
Develop and update water quality plans and other documents as required by the City’s MS4 permit.
Inspect stormwater treatment and drainage infrastructure. Maintain accurate records, note deficiencies, and work with the operations manager to plan, coordinate, and schedule maintenance for the stormwater utility crew. Ensure crews are properly trained and equipped to perform their jobs safely.
Oversee City efforts to inspect construction sites to ensure proper implementation of erosion prevention and sediment control measures.
Maintain accurate records, compile statistics, produce an annual report; make budget recommendations; prepare appropriate reports, studies, memos, and other office correspondence.
Maintain cost, compliance, and other records regarding work activities. Prepare and review work orders to ensure accuracy.
Oversee contracts for construction, engineering, and grants.
Review site plan applications for compliance with the City’s Land Development Regulations (LDRs) related to stormwater, wetland, and other water quality topics.
Respond to emergency situations.
Provide technical assistance and consult with other City departments, divisions, and the Champlain Water District.
Provide coordination and assistance to municipal partners.
Work with Geographic Information System (GIS) software to help maintain City infrastructure information.
Coordinate with other stormwater utility staff to ensure proper project implementation and efficient workflow processes.
Coordinate and develop a comprehensive program for stormwater best management practices, such as street sweeping, storm drain cleaning, and maintenance of stormwater treatment practices.
Perform other duties as assigned.
Minimum Required Qualifications
Bachelor’s degree in a relevant field of study (e.g., environmental science, engineering, or other water quality‑related field) and an additional four years of experience in water quality, engineering, or related field. An equivalent combination of education and experience is also acceptable.
Valid Vermont Driver’s License.
Supplemental Information
Demonstrated ability to prepare succinct and accurate reports.
Experience working with ESRI ArcGIS software and hydrologic modeling software.
Proficient in reading engineering plans. Possesses understanding of underground utility infrastructure.
Ability to establish and maintain effective working relationships and communicate effectively, both orally and in writing, with staff members, the public, and representatives of other departments and agencies.
Demonstrated ability to understand and execute oral and written instructions.
Ability to perform technician‑level computations in engineering, complete tasks with minimum supervision.
Proficiency in various computer applications, including but not limited to Excel, Word, HydroCAD, and ESRI ArcGIS software.
