The Public Works Department provides a variety of services related to the development, construction, inspection, improvement, and maintenance of the City's infrastructure. This infrastructure includes various buildings, traffic lights, sidewalks, streetlights, and roadways. In addition, Public Works runs the following enterprise operations: Water, Solid Waste, Wastewater, Stormwater, and Parking Operations. What We're Looking For

The City of Beverly Hills is seeking a qualified candidate for the position of Architectural Services Manager. The incumbent of this position will plan, develop, coordinate, and manage large and complex capital improvement projects. This role reports to the City Architect and is also responsible for planning, organizing, and reviewing the work of assigned staff engaged in all phases of design and construction of capital improvement projects. The ideal candidate has previous experience with community outreach and managing multiple projects and people simultaneously. Appointment Type

Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. EXAMPLES OF ESSENTIAL DUTIES

Recommend and assist in the implementation of departmental goals and objectives; establish prioritized work plans for the capital improvement projects; implement policies and procedures. Evaluate staff workloads; assist in the planning, prioritizing, and assigning of work to staff involved in the performance and completion of capital improvement projects. Oversee activities related to the design and construction of City facilities and parks capital projects. Oversee all phases of capital improvement projects including scoping, budgeting, establishing work plans, design, design-development, construction documents, preparation of bid documents, and construction schedules. Participate in the selection and management of consultants; participate in contractors’ pre-qualifications process, prepare bid documents, evaluate bids, and make recommendations on selection of contractors; Review projects progress reports and the performance of contractors on various projects. Represent the City at professional meetings and inter-governmental activities. Coordinate project activities within the Public Works Department, with other City departments, contractors, and outside agencies. Attend and represent the City and the Department at public meetings. Prepare standards to streamline building material selection based on longevity and maintenance requirements. Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities. Assist in fiscal year budget setting activities; perform market analysis and prepare cost estimates for budget recommendations; monitor and control expenditure. Participate in the evaluation of staff performance; provide or coordinate staff training; work with employees to correct deficiencies; assist in implementing discipline procedures. Prepare staff reports and supporting materials for City Council and various Commissions consideration. Assist new or existing staff in learning departmental practices and protocols, methods, and procedures. Foster an environment that embraces diversity, integrity, trust, and respect. Be an integral team player, which involves flexibility, cooperation, and communication. Perform related duties as assigned. Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Experience: Seven years of increasingly responsible experience in architectural practice including capital project management one year of supervisory responsibility. Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in architecture or structural engineering. License and Certificate

Possession of, or ability to obtain, a valid California driver’s license. Registration as a Professional Architect or Professional Engineer in the State of California. Possession of LEED Professional Accreditation, or other green building rating system, is desirable.
