Reports To: Director of Mental Health and Support Services
Overview Union Gospel Mission Twin Cities (UGMTC) provides emergency shelter, food, basic needs and wraparound programs for people facing homelessness, hunger and addiction in the community. Located in Saint Paul, UGMTC opened its doors in 1902 and has been feeding, sheltering and offering the hope of Jesus Christ to people in need ever since.

Position Summary This role interfaces with UGMTC programs to provide case management, consultation, and referral services for residents and guests. With limited supervision, this role also conducts needs assessment/goal planning services. This role is critical in connecting UGMTC residents and guests to all relevant support resources in the community.
Duties And Responsibilities
Provides resources and referrals to services for residents and guests in Emergency Services and UGMTC housing programs as appropriate
Exercises independent judgment in providing consultation and referrals to appropriate internal/external providers and human service agencies while ensuring resident and guest confidentiality consistent with the ethical standards of the profession
Maintains cooperative relationships and communication with other departments to ensure access and positive experiences for UGMTC residents and guests, supporting the achievement of program objectives
Collaborates with Program Directors, Program Chaplains and Mental Health Counselors, intake specialists and other program staff on case issues, and resident/guest progress, to support spiritual development, coordinate care for residents, and make program recommendations
Assists Director of Mental Health and Support Services in the implementation of program policy and procedures, measuring effectiveness of services, and recommending improvements
Builds relationships with key community stakeholders
Meets appropriate ongoing training objectives established according to departmental standards
Adheres to established data entry practices
Demonstrates and upholds professional boundaries and ethics when working with residents and guests
Hosts resource access scheduling events for Emergency Services clients as needed
Act as MNsure-certified Navigator to provide free health insurance application and enrollment help when certification is achieved
Performs other duties and activities as assigned, as needed to support the team and organization
Knowledge, Skills, And Abilities Required
Supports UGMTC’s statement of Christian faith and has desire to share that faith, prayer and knowledge with staff, volunteers and residents
Interpersonal and communication skills necessary to work effectively with a wide range of constituencies, stages of recovery and a culturally diverse community
Team and customer service orientated, work effectively in the coordination of resident support activities on a multidisciplinary team
Maintains resident confidentiality in accordance with all policies and state and federal laws
Knowledge of relevant professional standards; federal, state and local regulations
Knowledge and skills in motivational interviewing, conflict prevention, de-escalation, and resolution skills
Organization, planning and administrative skills, including the ability to analyze information to define and solve problems
Proficient in the operation of Microsoft Office software and other business-related software applications
Ability to read, understand and follow safety and other specific instructions and procedures
Self-motivated and strives for continuous improvement of program outcomes
Minimum Job Requirements
Bachelor’s degree in social work, psychology, human services, or other related field or completion of degree within 3 months of hire or minimum 3 years of commensurate experience
Professional licensure as required per degree type, governing board, and MN statutes
MNsure-certified Navigator or ability to obtain certification within 12 months of hire date
1 year case management or social work experience preferred
Experience working with individuals experiencing mental health issues, homelessness, poverty, addiction or brain injury
Knowledge of County, Department of Human Services, Ramsey County Coordinated Entry and St. Paul permanent-supportive or permanent housing resources
Proficiency in a second language (for example - Hmong, American Sign Language or Spanish) preferred
Valid driver’s license with good driving record, insurability, and ability to transport clients to community resources, as needed
Working Conditions And Physical Effort
Work is normally performed in an office within an emergency shelter/transitional housing environment
May require some evening/weekend hours
Minimal remote/hybrid potential, up to 20% of work time, with advanced supervisor approval
