Overview Consultancy: Humanitarian Evaluation Consultant L3 Lebanon (National). Duration: 1 Nov 2025 – 30 Aug 2026. Home/Office Based: Remote.

Scope of Work / Responsibilities

Support the Humanitarian Evaluation Effectiveness Portfolio (HEEP) within the Evaluation Office by undertaking tasks related to the L3 Lebanon evaluation, including background research, qualitative data collection, and analysis to strengthen deliverables.

Write sections in the L3 Lebanon inception report, mini reports, and the overall draft report with a clear narrative, robust evidence base, and actionable recommendations guided by key evaluation questions.

Contribute to revision of the draft and final report based on feedback from the Evaluation Reference Group.

Facilitate evaluation sense-making sessions with stakeholder groups to ensure insights are interpreted, validated, and utilized, and share feedback from those sessions.

Support evaluation learning events (including thematic reviews) to foster dialogue, reflection, and uptake of key lessons.

Deliverables / Terms of Reference

L3 Lebanon Inception — written technical inputs to the inception report (max 15-page summary + annexes). Delivery: 01 Dec 2025.

L3 Lebanon Evaluation Data Analysis (First Phase) — written technical inputs to the mini report (max 15-page summary + annexes) and contribution to interim presentation (PPT). Delivery: 15 Dec 2025.

Preparation of L3 Lebanon evaluation (Second Phase) — written technical inputs (multisectoral programming) to the mini report and contribution to interim presentation (PPT). Delivery: 30 Apr 2026.

Finalization of the L3 Lebanon evaluation; contributions to the finalization of the L3 SoP, and written technical inputs to the draft and final L3 Lebanon report (max 15-page summary + annexes) and to the draft/final presentation (PPT). Delivery: 30 Aug 2026.

Travel: A total of 3 trips to the countries concerned by the L3 evaluations and case studies.

Qualifications

Education: Advanced University Degree (Masters) in Social sciences/Human Rights or related field.

Knowledge/Expertise/Skills required:

At least 10 years of relevant professional work experience conducting humanitarian evaluations (thematic and L3-related).

Having worked on UNICEF humanitarian evaluations is an advantage.

Demonstrated understanding of interagency humanitarian initiatives and the humanitarian donor landscape.

Very good oral and written communication skills in English, with proven experience in writing clear, neutral technical and evaluation reports guided by questions and criteria.

Experience with both quantitative and qualitative research methods; ability to coordinate and consolidate inputs from team members in emergency contexts.

Strong familiarity with UNICEF programming and operations across humanitarian action and development contexts (Lebanon and the region).

Fluency in Arabic.

Any emergent/unforeseen travel expenses will be covered by UNICEF. Current health insurance coverage required at contract award. Payment based on satisfactory deliverables; UNICEF may withhold payment for delays or substandard deliverables.
