Humanitarian Evaluation Consultant – Team Lead (Senior Level)

Purpose Of Activity / Assignment The consultant is expected to support the Humanitarian Evaluation Effectiveness Portfolio (HEEP) within the Evaluation Office by undertaking the following tasks:
Lead the second and third phase of the L3 SoP and the second phase of the L3 Lebanon evaluations, coordinating fieldwork and consolidating team inputs;
Contribute to the Staying and Delivering Evaluation;
Conduct qualitative data collection and analysis during the three evaluations;
Write up sections in the three evaluation reports, providing clear narrative, robust evidence base, and actionable recommendations;
Provide support to the delivery of evaluation learning and dissemination events to foster dialogue, reflection and uptake of key lessons.
Scope Of Work
Deliverable 1 – Phase 2 Lebanon evaluation and Phase 2 SoP evaluation:
Mini report #2 SoP (max 20 pages + annexes), Mini report #2 (max 20 pages + annexes), two sense‑making presentations; deadline: March 31, 2026.
Deliverable 2 – Data Collection SoP evaluation (Phase 3) and participatory data analysis:
Mini report #3 SoP (max 20 pages + annexes), one sense‑making presentation; deadline: May 10, 2026.
Deliverable 3 – Staying and Delivering evaluation data collection:
Written technical inputs to draft report (max 25 pages + annexes); deadline: June 30, 2026.
Deliverable 4 – Drafting of the L3 SoP and L3 Lebanon Reports:
Draft reports (max 60 pages + annexes); deadline: July 30, 2026.
Deliverable 5 – Staying and Delivering evaluation Finalization:
Contribution to final report (max 25 pages + annexes); deadline: August 15, 2026.
Deliverable 6 – Final SoP and L3 Lebanon Reports:
Final reports (max 60 pages + annexes); deadline: Oct 15, 2026.
Travel:
Two trips to the countries concerned for the L3 evaluations.
Qualifications
Advance University Degree (Masters) in Social Sciences/Human Rights or related field.
At least 20 years of demonstrated experience in conducting or contributing to multidisciplinary humanitarian evaluations.
Demonstrated knowledge of evaluation methodologies and mixed‑method approaches.
Experience with in‑person and remote data collection in the Middle East region.
Strong analytical skills, including use of dedicated tools and software for quantitative and qualitative data.
Ability to integrate gender, age, disability, and other equity considerations into evaluation design, data analysis, and reporting.
Knowledge of the UN system and UNICEF emergency responses considered a plus.
Solid analytical, communication and drafting writing skills in English and French; basic knowledge of Arabic required.
Very good oral and written communication skills in English (writing and presentation/dissemination), with proven experience in writing clear, neutral technical and evaluation reports covering complex and sensitive issues.

Costs per each deliverable and the total lump‑sum for the whole assignment (in US$).
Travel costs and daily subsistence allowance, if internationally recruited or travel is required.
Any other estimated costs: visa, health insurance, and living costs as applicable.

Any emergent/travel expenses will be covered by UNICEF.
At award time, the selected candidate must have current health insurance coverage.
Payment of professional fees will be based on submission of satisfactory deliverables; UNICEF reserves the right to withdraw payment if deliverables are not up to required standard or if there are delays.
U.S. Visa Information With the exception of U.S. Citizens, G4 Visa and Green Card holders, if the selected candidate and household members reside in the United States under a different visa, they are required to change to G4, and the spousal household member must obtain an Employment Authorization Card (EAD) to work. This requirement applies even if the spouse was authorized under a different visa prior to switching to G4.
