Job Description Summary: Project Sourcing Manager (PSM) leads the supply chain management team in the given project and ensures the fulfilment of Sourcing commitments towards the project by acting as a project manager for the Sourcing scope in the Project. The PSM reports to their function but connects directly to the Project Manager (PM)/Project Director (PD) and is the main point of contact in the project for all procurement matters, liaising with all sub-functions within Sourcing.

Responsibilities Responsible for all supply chain management activities within the project for all equipment and spare parts in scope, including defining and applying contract requirements within the project (e.g., sourcing restrictions; financing restrictions) for BOP, MSD and HRSG.

Ensure smooth hand-over of supply chain management scope between tender team and project execution team.

In close cooperation with PTM, review and update the purchasing strategy (e.g., top ten list, EPP) and the project-specific sourcing concept (procurement concept).

Ensure purchasing strategy aligns with commodity strategy and that EPP suppliers are target panel suppliers with minimal deviations.

Verify budget with the Project Finance Manager and resolve budget allocation discrepancies.

Comment on the baseline project schedule and work with the project scheduler to optimize procurement timing.

Understand the commercial part of the EPC contract and issue project-related purchasing conditions (PRPC).

Ensure suppliers meet all contractual documentation requirements (shipping documents, end-of-manufacturing reports, certificates).

Establish supplier monitoring concepts for quality and expediting.

Responsible for ERP rollout and necessary vendor extensions for the legal entity used for PO issuance under the contractual legal chart.

Update vendor list and secure client approval in collaboration with the Project Engineering Manager (PEM) and the Project Director (PD).

Coordinate on- and offshore procurement activities including turnkey sub-contracts.

Control timely issuance of purchase orders within budget.

Support Commodity Manager in contract claim management and vendor recovery.

Support GCL/CSL/Buyer in invoice release, warranty and bonds management, and assist in major order negotiations as required.

Lead weekly procurement progress meetings with project quality manager, PEM, lead engineers, scheduler and PM/PD; generate weekly PO progress review minutes.

Establish and distribute monthly progress reports, cost summary sheets, and claim summaries.

Ensure compliance with quality and EHS rules across project, business, sector and corporate levels.

Serve as the initial contact for all commercial, legal, administrative and organizational plant procurement issues related to supply chain management.

Act as front-line leader for installation parts (IPT) required by sites.

Responsible for KPIs: Project EAC (cost estimate at completion) and OTD (on-time delivery).

Track complete and on-time delivery of technical specifications through the engineering department.

Qualifications/Requirements Bachelor’s Degree from an accredited university or college.

Minimum of 7 years of experience in manufacturing, operations or project management.

Minimum of 3 years of experience in a sourcing or project management role.

Ability and willingness to travel 15% of the time, as required.

Ability to work under tight deadlines and prioritize under pressure.

Compensation and Benefits

The salary range for this position is 108,800.00 - 150,000.00 USD annually. The specific salary offered to a candidate may be influenced by experience, education, and work location. This position is eligible for a performance bonus.
