Position Summary

The Procurement Lead will be responsible for facilitating the organization’s procurement process, managing contracts, and administering subawards. This role ensures compliance with organization and federal policies and regulations, negotiating terms with vendors, and maintaining accurate records. This position will work closely with various departments to meet their procurement needs and ensure timely delivery of services. Additionally, this position will handle the administration of subawards, including monitoring performance, ensuring compliance with funding requirements, and preparing necessary documentation. Essential Duties And Responsibilities

Leads the procurement process, including subgrants and contracts. Collaborate with internal departments to understand and meet procurement needs. Oversee contract management. Prepare and draft terms and conditions of contractual agreements including subgrants. Corresponds with applicants, vendors, and grantees. Assists in the effective monitoring of subawards and contracts and provides general support to program staff and subgrantee or contractor. Monitoring includes general oversight, financial reports, and some program aspects. Must collaborate with other internal departments to effectively monitor subaward. Maintain accurate records of procurement, contracts, and subawards. Maintain dashboards of contracts and subawards and regularly report to leadership and program staff. Prepare and submit necessary documentation and reporting for procurement, contracts, and subawards. Understand federal procurement and subgrant guidelines and organizational policies. Ensures organization is adhering to policies (both federal and organizational). Qualifications / Knowledge

Required Associate's degree in finance, accounting, business, or related field. Experience in the field may be accepted in lieu of a degree. 2-4 years of relevant experience. Proficiency in business applications, such as Microsoft Office and Excel Valid Alaska driver’s license, access to an automobile with appropriate insurance and registration Preferred Bachelor's degree in finance, accounting, business, or related field. Experience in the field may be accepted in lieu of a degree. Knowledge of Federal Procurement and Subaward Regulations Experience with federal grant management Not-for-profit experience preferred Skills And Abilities

Contract Management: proficiency in drafting, reviewing, and managing contracts. Procurement Expertise: knowledge of procurement processes and best practices. Communication Skills: strong verbal and written communication abilities. Organizational Skills: Excellent organization and record-keeping abilities. Relationship Management: Skills in managing external relationships and collaborating with internal departments. Negotiation Skills: Ability to negotiate with internal and external partners. Analytical Skills: Ability to analyze data and make informed decisions. Supervisory Relationship

Works under the direct supervision of the Director of Finance. Performance is assessed through review of work, integration, and cooperation within the Department and APCA, communication with all stakeholders, quality and timeliness of deliverables and associated criteria. Language Skills

Fluency in written and spoken English required. Superior written and oral communication skills. Travel Required

In-city travel by personal vehicle for meetings, tasks, and errands as needed. In-state travel may occur. Mileage is reimbursed per APCA policy. Hours per Week

This is a full-time position, 40 hours/week. Generally, hours are 8:00 a.m. to 5:00 p.m. Physical Requirements

This Position Is Generally Classified As Sedentary Work Under The U.S. Department Of Labor’s Physical Demand Categories. Sedentary Work Involves: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Work Environment

Duties will generally be performed in an office setting with travel and associated accommodations throughout the local area, the state of Alaska, and the Lower 48 as needed.
