Overview
Clinic Financial Analyst I/II - Ambulatory Care. This position is located within Ventura County Health Care Agency Ambulatory Care department, a system of primary and specialty care clinics throughout Ventura County. Ambulatory Care supports the mission of health care excellence and works under the Administrative Services Director to extract, manipulate, and analyze financial and operational data, prepare fiscal and budget reports, develop KPIs, perform service line analyses, and create pro forma analyses to inform leadership decisions. Educational Incentive – 2.5% for an associate degree, 3.5% for a bachelor’s degree, or 5% for a graduate degree (where not specifically required by the position). Deferred Compensation – participation in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. Health Plans – flexible credit allowance for medical, dental, and/or vision insurance. Flexible Spending Accounts – pre-tax reimbursements for dependent care and health care expenses. Pension Plan – County and employee contributions to the Retirement Plan and Social Security; reciprocity with other public retirement systems may apply. Holidays – 12 paid days per year, including a floating holiday. Health Care Agency – Ambulatory Care Program Administrator I/II are Management/Confidential classifications and are not eligible for overtime. Incumbents are eligible for benefits at the MB4 level. The eligible list from this recruitment may be used to fill current and future Regular, Intermittent, and Extra-Help vacancies. There is currently one Regular vacancy. Executes data extractions from electronic health record databases (e.g., Cerner) for data analysis to establish KPIs, service line analyses, pro forma, and other fiscal and budget reporting needs. Prepares reports; analyzes financial information and statistical data to improve fiscal operations, identify program needs, and/or change service delivery methods. Plans, organizes, coordinates, and implements financial operational improvements within the Ambulatory Care Clinics. Confers with managers on policy matters; interprets policies and procedures within the financial context for Ambulatory Care Clinics. Enhances financial operational systems and designs tools to monitor financial performance improvement. Represents the County in contacts with other governmental or community agencies and the public; collaborates on policies, procedures, and budget/operational issues for Ambulatory Care. Performs other duties as required. Typical Qualifications
Any combination of education and/or experience that provides the required knowledge, skills, and abilities. This Can Be Demonstrated By Bachelor’s degree in finance, health care, business administration, or related field, and Program Administrator I:
Three (3) years of recent fiscal management experience, including at least two (2) years in a healthcare setting. Program Administrator II:
Four (4) years of recent fiscal management experience, including at least two (2) years in a healthcare setting. Necessary Special Requirements Advanced skill level in Excel Desired
Experience with Power BI, Tableau and/or similar products Knowledge, Skills, And Abilities
Working knowledge of: program management, budgetary preparation and analysis, fiscal management, organization and staffing, administrative application of data processing, public relations, personnel administration as applicable to the level and program, and development of ProForma financial statements and service line analyses. Ability To Analyze administrative and fiscal problems, prepare reports and recommendations, and speak effectively in public. Recruitment Process
