Description
The Office of Unemployment Insurance is an agency of the Education and Labor Cabinet. The Office assists Kentuckians who are unemployed or underemployed and actively seeking employment. It oversees unemployment insurance benefit payments, provides claim assistance, enforces unemployment insurance tax requirements for employers, audits employer records to ensure compliance, adjudicates disputed claims, conducts hearings for claims that have been appealed, and conducts quality control reviews to ensure each area within the office complies with federal and state regulations. This is a federally funded time-limited (FFTL) position. The duration of employment shall not exceed the life of the federal grant. An FFTL employee is an unclassified (non-merit) employee and is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position. Confidential information
The position will have access to confidential and sensitive information. The successful candidate will be required to safeguard and secure all confidential information and complete trainings, sign acknowledgments, follow policies, and adhere to statutes and requirements pertaining to safeguarding and security during and after employment.
Key Job Duties
Performs beginning-level review of simple claims in the system to ensure proper work registration.
Identifies issues for investigation by a claims investigator for Unemployment Insurance eligibility.
Instructs customers via phone on how to file initial, reopened, and continued unemployment insurance claims.
Answers basic or routine questions and assists with resolving issues. Informs claimants of their rights and responsibilities under Unemployment Insurance laws and regulations.
Processes interstate claims, combined wage requests, and military wage requests.
Prepares wage reconsiderations for investigation by the tax branch and out-of-state wages to set up valid Unemployment Insurance claims.
Drafts correspondence in response to claimant requests and reviews previous days' work to ensure actions are processed properly.
Performs other duties as assigned.

Judgement – ability to make well-reasoned and timely decisions based on careful, objective review and informed analysis.
Communication – ability to communicate clearly and effectively verbally and in writing.
Minimum Requirements Education:
Must complete two years (54 semester hours) from a college or university.

Work experience in workforce programs such as WIOA, employment services, and/or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required education on a year-for-year basis.
