Overview
Join the Texas Health and Human Services Commission (HHSC) as an Office Area Agencies on Aging Contract Specialist V. This role supports contract management activities from development to closeout for the Area Agencies on Aging, with a focus on quality assurance, compliance, reporting, and technical assistance to HHSC contractors. Responsibilities
Attend work on a regular and predictable schedule in accordance with agency leave policy and perform other duties as assigned. Serve as the point of contact for contractual accountability activities for assigned contracts. Coordinate resolution of contract issues, initiate and negotiate contract amendments, communicate impact of changes to appropriate contractors and staff, and ensure all contract closeout activities are performed in accordance with HHSC policies. Provide assistance and recommendations for sanctions or other contract actions to enforce terms and conditions of assigned contracts. Maintain contractor files for accessible contract management information. Track contract monitoring tasks and deliverables to ensure completion in accordance with contract life cycle and monitoring policies. Review, monitor, and follow up on single audits and ensure compliance and corrective action plans are implemented. Monitor entities contracted to administer Older Americans Act programs. Plan and execute monitoring procedures, perform risk analysis, facilitate monitoring meetings, test source documentation for compliance, and review contractor responses. Provide consultation and technical assistance to contractors on contract issues, interpret policies and procedures related to contract monitoring, and analyze systems for potential improvements. Produce well-written reports (e.g., debriefings, findings reports, corrective action documents) and prepare monitoring reports for leadership review. Analyze data and generate statistical reports or surveys using Word/Excel or equivalent tools. Perform other duties as assigned, with cross-training to support various monitoring and contract management activities and management of special projects as needed. Knowledge, Skills, and Abilities
Knowledge of complex data systems, journals, and source documentation required for compliance with contract language and state and federal regulations. Knowledge of state and federal statutes, rules, regulations, and guidance relevant to aging services. Knowledge of contract performance management and contract monitoring procedures. Knowledge of state and federal laws, rules, regulations, policies, and procedures relevant to contracts. Project management skills for complex, cross-agency projects; ability to identify problems, evaluate alternatives, and implement solutions. Proficiency with Microsoft Office (Excel, Word, PowerPoint, Outlook) and ability to develop, review, and edit high-quality reports and briefings. Strong written and oral communication skills and ability to present information clearly to internal and external audiences. Ability to organize information effectively, analyze and summarize management records for accuracy, and manage multiple deadlines and projects. Ability to work independently with initiative and sound judgment, and to build and maintain effective working relationships in a team environment. Attention to detail and ability to navigate internal processes to achieve compliance and contract integrity. Ability to analyze, evaluate, and summarize findings and draft concise reports and correspondence. Registrations, Licensure, Certifications
A Certified Texas Contract Management (CTCM) certification is preferred. CTCM certification must be obtained within the first 6 months of employment. Initial Screening Criteria
Graduation from an accredited four-year college or university with major coursework in finance, business administration, or a related field is preferred. Minimum of 3 years of full-time professional work experience in contract management within a large public sector organization. Experience with MS Office suite including Excel and Word; experience with PeopleSoft, CAPPS Financials, or other financial software is a plus. Minimum of 2 years of experience interpreting federal and state laws, policies, rules, and requirements in health and human services programs. Minimum of 1 year of experience in contract monitoring.
