Maryland Department of Transportation – State Highway Administration, Office of Traffic and Safety (OOTS).
Overview This position is a specific recruitment open to anyone meeting the minimum and selective qualifications listed below. The role is located in Anne Arundel County and will lead the Geometric Design/Traffic Engineering Operational Analysis Team within the Traffic Development and Support Division.
Responsibilities
Guide, manage, and lead the detailed review of complex engineering designs of traffic control devices and transportation/development projects impacting SHA roadways.
Supervise and manage the review of Design Requests (DRs) for new or modified signals and other traffic control devices.
Oversee the review of Final Design Plans for approved DRs.
Manage the review of geometric designs related to large‑scale design‑build projects or developer traffic impact studies.
Ensure that all engineering design details and specifications adhere to established engineering theories, principles, policies, and standards.
Manage the Specific Service Signing (LOGO) program, the Maryland Product Evaluation List (MPEL), and the In‑Service Performance of Guardrail End Treatments.
Provide traffic engineering operational and functional direction and assistance to other divisions within OOTS, various SHA District offices, Highway Development, and other SHA offices.
Assist District staff in developing concepts for solutions to complex engineering and safety projects.
Represent SHA at meetings with federal, state, and local government agencies, community groups, developers, and the public.
Minimum Qualifications
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.
One (1) year of experience managing engineering projects as a licensed, professional engineer.
Selective Qualification
One (1) year of the required experience must be in traffic engineering.
Preferred Qualifications
Knowledge in traffic engineering analysis software such as Synchro/SimTraffic, Highway Capacity Software, and Vissim.
Proficiency in performing and reviewing traffic impact studies, traffic signal warrant studies, and traffic engineering design plans.
Proficient knowledge of roundabout design, standards, guidelines, and latest research.
Expert knowledge on the Manual on Uniform Traffic Control Devices (MUTCD), Highway Safety Manual, and other traffic engineering related safety policy, standards, or guidelines.
Ability to plan, organize, and coordinate statewide programs and specific projects.
Effective oral and written communication skills.
Excellent internal/external customer service abilities.
Candidate must possess a valid driver’s license in the state of Maryland.
