Salary: $6,031.00 – $7,547.00 per month (minimum salary for new-to-state candidates as applicable).

Responsibilities

Prepare allocation requests for the California Transportation Commission (CTC) to authorize funding for Capital Outlay construction projects and Local Assistance (LA) projects.

Process delegated allocations, emergency contracts (G11s), project adjustments (G12s), supplemental funding requests, and execute allocation revisions for approved construction projects.

Update and complete a range of reports using spreadsheets and other tools to track all Capital Outlay and LA projects against allocation capacity and appropriation balances.

Assist in developing monthly reports to the CTC and participate in developing the Capital Outlay and LA portions of the Governor’s Budget.

Update financial databases that track Capital Outlay and LA project budgets.

Analyze CTC agenda items, authorize project funding, and track, monitor, and reconcile allocations against appropriation balances.

Formulate and execute budget revisions; evaluate and provide monthly allocation summary to upper management for approval.

Qualifications & Requirements

Must meet the Minimum Qualifications stated in the Classification Specification for the Associate Governmental Program Analyst/Staff Services Analyst.

Eligibility for hire may be determined by your score on the Associate Governmental Program Analyst/Staff Services Analyst exam.

New-to-state civil service candidates must be on the state examination list; existing staff must have current eligibility (transfer, reinstatement, LEAP, SROA, or surplus).

Functional proficiency in Microsoft Office (especially MS Excel); experience with budgeting, financial modeling, and tracking expenditures is required.

Demonstrated competency in preparing quick‑turn policy and fiscal analyses, using mainframe and personal computers, and communicating clearly and concisely.

Special Requirements

Possession of a valid driver’s license is required when operating a state‑owned or leased vehicle.

A Statement of Qualifications (SOQ) is required for all applicants; the SOQ must be typed, two pages maximum, 12‑point Arial font, and include numbered responses to the specified questions.
