Professional Engineer 1 (Electrical) (NY HELPS)
The New York State Education Department’s Office of Education Policy is seeking candidates for a Professional Engineer 1 (Electrical) position in the Office of Facilities Planning. This office is primarily responsible for code enforcement, life safety, fire safety, and health in all public K-12 schools and BOCES in NYS, exclusive of New York City. Under the direction of a Professional Engineer 2, the incumbent will review and approve engineering construction documents for capital construction undertaken by public school districts and BOCES that require the approval of the Commissioner of Education.
Responsibilities
Review construction documents (drawings, specifications, and other supporting documentation) for conformance with NYS Uniform Fire Prevention and Building Code, NEC, NFPA, Commissioner’s health and safety regulations, NYSED’s Manual of Planning Standards, and other applicable rules and standards prior to the issuance of a building permit. Focus on projects involving fire alarm and fire suppression systems; lighting and automated controls; power; electrical service and distribution; emergency lighting and exit signs; emergency communication systems; security cameras and access control; emergency generator and battery systems; solar photovoltaic and alternative power systems; public address, internet, phone, theatrical lighting and sound; and related engineering categories.
Review and approve contract change orders submitted for previously approved projects.
Provide technical assistance to school districts, architects, and engineers working on public school projects.
Interpret codes, rules, standards, and regulations where necessary.
Respond to correspondence from parents, citizens, school administrators, consultants, and legislators.
Supervise and develop Assistant Engineer (Electrical), SG-20 staff.
Work collaboratively with agencies such as NYSERDA, NYPA, DEC, DOH, DPS, and utilities on energy generation/efficiency and climate change policies.
Facilitate adoption of school programs such as solar or alternative energy systems, electric school buses, decarbonization, and electrification of HVAC systems.
Perform special assignments such as research, drafting regulations, and establishing standards.
Qualifications NY HELPS (Non‑Competitive Minimum Qualifications)
A New York State Professional Engineer’s license and current registration AND a qualifying bachelor’s degree or higher.
OR a New York State Professional Engineer’s license and current registration AND one year of full‑time qualifying engineering experience.
Competitive Minimum Qualifications
Reassignment: one year of permanent competitive service as a Professional Engineer 1 (Electrical) AND possession of a NY State Professional Engineer’s license and current registration.
Eligible List Appointment: candidate on the Civil Service eligible list for this title.
55b/c Appointment: eligibility letter + one of the above qualifications.
PRIVILEGES AND CONDITIONS: Permanent appointment (competitive or non‑competitive) with continuing obligation to maintain a NY State Professional Engineer’s license and current registration. Telecommute up to 30% and 5% in‑state travel may be required.

Salary & Benefits Base pay range: $91,298 – $115,252 per year. Geographic pay differential: $7,000. Max salary: $115,252.
