Description of Basic Functions and Responsibilities The Payroll Supervisor plans, organizes, directs, and supervises all payroll and retirement activities and functions for the District. The role ensures compliance with all District, State, and Federal policies, procedures, and requirements related to payroll and retirement. As a leader, the supervisor assigns, evaluates, and coaches employees under direct and indirect supervision, overseeing the planning, assigning, and supervising of all classified and confidential positions within the payroll department.

CLASSIFICATION: Range 30 on the Administrative Salary Schedule, 40 hours per week, 12 months per year. Work hours: 8:00 a.m.—5:00 p.m., Monday through Friday. The position is a classified administrator role with default CalPERS retirement. **Position Description pending Board Approval on November 12, 2025.** Supervisor: Executive Director of Business Services or designee.

Essential Functions

Plans, schedules, and manages payroll activities, ensuring payment, accounting, and reporting of employee payroll and retirement contributions in line with critical District and statutory requirements.

Manages payroll and retirement workflow to ensure timely outcomes, optimal efficiency, and high customer‑service standards.

Oversees payroll system processing, configuration, and security; works closely with IT to resolve system issues.

Assists with District, Audit, Local, State, and Federal reporting as needed.

Identifies system configuration issues and develops requirements/specifications for new and enhanced payroll and retirement system functionality.

Coordinates with IT staff on design, configuration, and functionality issues; directs user testing of system changes.

Tracks, analyzes, and provides guidance on federal, state, and local laws and regulations affecting payroll and retirement programs.

Collaborates with Human Resources and IT to streamline processes and create efficiencies while maintaining compliance.

Creates payroll and retirement reports as requested.

Communicates legal changes to all employees about payroll and retirement.

Maintains system controls for safeguarding all employee and sensitive information.

Ensures all payroll staff complete FERPA and HIPAA training.

Provides training to employees and departments on payroll, taxes, and retirement contributions.

Assists in developing and implementing district payroll policies and procedures; ensures accurate reporting and compliance.

Assists with internal and external audit processes; provides required documents and responds to audit findings.

Assists in developing controls for fiscal accountability and supports district business processes.

Establishes and maintains record‑keeping for all payroll functions; manages electronic document files.

Reviews and approves purchase orders, employee leave requests, and time cards.

Plans and organizes tasks for maximum effectiveness; coordinates assignments and facilitates continuous workflow.

Develops and maintains a cross‑training program for accounting staff to ensure coverage and backup.

Assists in staff selection, training, development, supervision, evaluation, and disciplinary actions as necessary.

Maintains professional relationships with district staff, external stakeholders, and committee members.

Oversees payroll accounting functions, including reconciliations, verification of contributions, and accurate general ledger postings.

Performs related duties as assigned.

Experience / Education Education Required:

Bachelor’s degree from an accredited institution majoring in accounting, business, public administration, or a related business field; or the equivalent.

or

Associate’s degree in accounting, business administration, or a related business field plus the required related experience.

Experience Required:

Two years of increasingly responsible professional experience in a payroll department.

Demonstrated sensitivity to, and understanding of, the diverse backgrounds of staff and students, including those with physical or learning disabilities.
