This position will be part of MNIT’s Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The MNIT HSDS team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota.

As a Data Warehouse ETL Analyst you will provide advanced professional knowledge and skills in the analysis, design, development, implementation and support of the programs and jobs used in the extraction, conversion, loading, and maintenance of PRISM (in a primary capacity, MAXIS/MEC2 (in a backup capacity), and some MMIS (in a backup capacity), and other source system data within the data warehouse relational environment. Additional support of other MSDD applications relating specifically to ETL responsibilities will be provided as needed.

This position requires an employee to be onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Minimum Qualifications

Position requires a minimum of four (4) years of IT related experience in data warehousing, ETL processes, and SQL scripting.

Experience must include:

Working with data transformations and load processes using Teradata or similar relational database platforms

Strong proficiency in SQL, including complex queries, joins, and scripts for data extraction and transformation

Hands‑on experience with ETL tools such as BTEQ, FastLoad, TRelational, Teradata utilities, and mainframe utilities (JCL, COBOL, UNIX, IOF/SPF)

Solid understanding of data schema design, relational databases, data encryption (at rest and in transit), and optimizing data retrieval

Strong problem solving and trouble shooting skills to address complex data integration, transformation, and performance issues

Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

Customer service skills that include active listening, empathy, and problem‑solving.

A master’s degree in Information Technology or a related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

Proven experience with PRISM, or a similar data integration environment, including working knowledge of systems architecture, design, and data management.

Expertise in automating ETL processes using modern tools and technologies to streamline workflows.

Knowledge of data retention and data security best practices for handling sensitive information.

Familiarity with data governance principles, including data quality, metadata management, and compliance with data security standards.

Experience with data and ETL process migration from on‑prem databases to Cloud (Azure, AWS, Oracle etc).

Experience with data lineage and data integrity verification processes.

Experience with migrating data process flows to a cloud integration such as Azure or AWS.
