DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS This position is part of Houston Public Works Engineering, in the Infrastructure and Development Services section, reporting location to the Houston Permitting Center. Provides high level management of technical personnel and projects. Manages and directs team that reviews on-site construction projects. Manages the Houston Water on-call construction contract responsible for the contract submittal process, issuance of job site work orders, field inspections, budget control and invoicing. Maintains construction records and monthly progress reports for Senior management. Provides input for departmental decision-making and planning. Manages the Developer Participation Contracts (DPC), ensuring, issuance, compliance, site inspection, and close out of the contracts. Responds to complaints or inquiries from citizens, City officials or outside agencies. Interfaces with departments and outside agencies or firms to discuss projects and programs. Establishes goals, develops and evaluates performance of personnel and/or projects. Manages on-site project field inspections and investigations, plan review, review all utility agreements, Consent to Encroach applications, the City’s plat review for connection to the City's infrastructure. Manages a safety impact team that drives city vehicles ensuring that all City vehicles are maintained, and asset management is completed. Serves as liaison between City personnel, contractors, and consultants. Performs personnel functions, such as evaluating subordinate performance, interviewing prospective personnel, and training subordinates.
WORKING CONDITIONS The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions.
This is a Department of Houston Public Works Emergency Management Position at the Tier III Level.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS Six (6) years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or a closely related field are required. Directly related professional experience may be substituted for education requirements on a year-for-year basis.
LICENSE REQUIREMENTS None
PREFERENCES Preferences will be given to candidates who have had management or leadership experience and have led a team with direct reports, have had experience dealing with the public, and have previously implemented innovative process improvement initiatives.
Valid Texas Driver's License and compliance with the City of Houston's policy on driving (AP 2-2)
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
