Job Description And Duties
The California Department of Corrections Rehabilitation (CDCR) Headquarters has implemented a new automated system to streamline the hiring process. The Human Resources Technology System (HRTS) is an intuitive, user-friendly system that provides the applicant access to real‑time updates throughout the hiring process.
HRTS will require new candidates to set up an account, which allows them to track their application’s progress. Through their account portal, candidates will also be able to provide any additional information needed in the hiring process, including setting up interviews as needed. After the final filing date, applicants will receive an email from DoNotReply@cdcr.ns2cloud.com or DoNotReply@CDCR with direction on creating and/or accessing their account.

Under the general direction of the Associate Director, Facility Maintenance and Regulatory Compliance Branch, the DCMS is responsible for the administration and management of the Environmental and Regulatory Compliance Section (ERCS), which includes the Regulatory Compliance Unit, Hazardous Materials/Waste Program, and Design Support Unit, in support of facility operations, major capital outlay and special repair construction for CDCR.

Working Conditions The Division of Facility Planning, Construction and Management’s location offers a secured access facility with an on-site fitness center, free parking, and a variety of nearby shopping locations.
The position is eligible for hybrid telework in accordance with the Statewide Telework Policy and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

Desirable Qualifications
Demonstrated, broad administrative or program manager experience with substantial participation in the formulation, operation, and/or evaluation of programs and policies including water treatment, wastewater treatment, storm water management, air pollution prevention, above‑ground and underground fuel storage tank management and regulatory compliance.
Knowledge of and experience in budget and contract management.
Demonstrated ability to motivate staff and manage large groups; and knowledge of the Department’s equal employment opportunity program objectives and a manager’s role in achieving an equal employment opportunity workplace.
Demonstrated leadership, flexibility, and judgment in program administration, budget management, and accountability necessary to perform in the capacity of Chief of Environmental and Regulatory Compliance.
Well‑developed oral, written and interpersonal skills. The ability to interact and communicate effectively with peers, staff, the public, regulatory governmental agencies.
Ability to analyze complex problems and recommend and/or implement an effective course of action.
