Job Description About Wastewater Enterprise

SFPUC's Wastewater Enterprise (WWE) manages San Francisco's combined sewer system, operating three wastewater treatment plants and numerous facilities, treating approximately 34.6 billion gallons of wastewater annually.

Collection System Division

The Division enforces regulations governing wastewater and stormwater discharge, supports NPDES permits, and oversees compliance activities. It conducts inspections, investigations, sampling, and enforcement actions related to pretreatment, stormwater, and industrial dischargers.

Urban Watershed Planning Division

The Division implements the Stormwater Management Ordinance, performing post‑construction and triennial inspections of green infrastructure and coordinating with other SFPUC and City agencies.

Essential Duties

Inspects nondomestic wastewater, stormwater, and groundwater dischargers to determine sewer service fees and compliance with local, state, and federal pretreatment and stormwater standards.

Inspects nondomestic wastewater dischargers for compliance with the Sewer Use Ordinance, Fats, Oils, and Grease Control Ordinance, and 40 CFR 403.

Inspects construction sites for compliance with Construction Site Runoff Ordinance and related permits and plans.

Investigates and responds to sewer system odor reports and illegal discharges, monitoring remedial action where violations are found.

Investigates groundwater, wastewater, stormwater, and soil contamination; determines sampling locations and coordinates sampling.

Performs and leads subordinate staff in equipment installation, calibration, operation, maintenance, repair, and troubleshooting of lab and field equipment (samplers, liquid level sensors, flowmeters, rain gauges, pH meters, odor analyzers).

Obtains permissions and permits for field work.

Performs traffic control and confined space entry.

Conducts field work for NPDES permits and sewer system assessments.

Conducts QA/QC for field work and completes corresponding reports.

Reviews applications, business logs, inspections, reports, laboratory results, and other permit‑related documents.

Prepares permits, reports, correspondences, memoranda, field maps, and enforcement actions.

Executes compliance‑related enforcement actions under general supervision.

Performs special studies, research, program development, and outreach for Collection System Division sections.

Stays abreast with industry standards and regulations (NPDES permits, 40 CFR, California Code of Regulations, Uniform Plumbing Code).

Interacts professionally with the public, City and County staff, contractors, and regulatory agencies.

The Green Infrastructure Inspector – Urban Watershed Planning Division

Performs construction inspection of green infrastructure for City/SFPUC-owned assets.

Performs post‑construction, triennial, and enforcement‑generated inspections for private and public projects under the SMO.

Schedules and performs inspections per the Stormwater Management Requirements process.

Manages annual self‑certification, enforcement processes, and reporting to the MS4 NPDES Permit.

Leads design feedback loops to improve green infrastructure design and construction.

Updates and improves green infrastructure inspection materials, programs, and processes.

Provides technical assistance to projects and supports the Green Infrastructure Grant Program and Stormwater Charge Credit Program.

Qualifications Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university.

One (1) year of experience equivalent to that of a sanitary engineer or water quality technician in a wastewater treatment facility, laboratory services, or the fields of stormwater and pollution prevention.

Possession of a California Water Environment Association Environmental Compliance Inspector Certification, Grade I or higher (obtained within one year of hire).

Possession of a valid California driver license.

Additional qualifying experience may substitute for the required education on a year‑for‑year basis (up to two (2) years).

Desirable Qualifications

NPDES/MS4 permit knowledge and experience.

Inspection and enforcement knowledge and experience.

Pollution prevention knowledge and experience.

Stormwater‑related certifications such as Qualified SWPPP Practitioner or Developer.

Collection System Division specific: CWEA Environmental Compliance Inspector Grade I, or higher certification; National Pretreatment Program (40 CFR 403) knowledge; Chemistry and laboratory knowledge.

Urban Watershed Planning Division specific: Stormwater management / green stormwater infrastructure knowledge; National Green Infrastructure Certification Program certification.
