Overview
The purpose of this position is to manage code compliance programs and coordinate related review and inspection services. This is accomplished by managing all building permit activities; directing inspection processes for compliance; managing the outside contracting process; working with developers and citizens; hiring and evaluating staff and activities; and developing and recommending budget expenditures. Other duties may include representing the City on related boards and commissions, and completing special projects and activities. Our Core Values

Manages all building permit activities by completing and/or managing the internal or external multidiscipline residential and commercial plan reviews and inspections; meeting with developers, architectures, MEP engineers, builders, and citizens; reviewing, identifying and recommending applicable codes and ordinances specific to projects in review and construction; providing related assistance; developing and overseeing policies and procedures; Coordinates the budget process by reviewing staffing and programs; recommending staffing and expenditure levels; compiling information; developing budget materials; developing goals, objectives and business plans; approving expenditures; and coordinating budget reviews and presentations; Directs all inspection activities by determining goals and objectives; establishing priorities; reviewing permit and certificate of occupancy requests for new and existing projects; coordinating activities with other departments; reviewing work orders; responding to requests for information; resolving issues or customer complaints; and researching information; Interprets and enforces building, zoning, and related codes and ordinances in accordance with local, state, and federal regulations; provides guidance to staff, design professionals, developers, and the public on complex code matters; Leads and coordinates efforts related to the adoption and implementation of new building codes, regulations, and local ordinances, ensuring alignment with industry standards and municipal objectives; Represents the department in presentations to City Council, Boards and Commissions. Regarding building code updates, enforcement actions, and policy initiatives; Leads and participates in public outreach, stakeholder engagement, and educational efforts to promote code compliance and awareness of regulatory changes; Monitors all contracts by developing and presenting requests for proposals; identifying contractors and vendors; contacting contractors for specialized services; and managing and approving expenditures; Coordinates staff activities by managing hiring processes; assessing staff effectiveness and work objectives; and evaluating performances; and Performs other assigned duties. Qualifications
Bachelor’s Degree in Architecture, Construction Management, or other related field; Five (5) years of related work experience; Certified Building Official (CBO) preferred; A Registered Architect (R.A.) preferred; Or equivalent training, education, and/or experience; and Valid Driver’s License. Knowledge, Skills, and Abilities
Knowledge of City policies and procedures; Working knowledge of the principles and practices of construction, building, inspection, and code activities; and methods and practices in a municipal environment; Working knowledge of International Codes, National Electric Code, and/or related state and local statutes and regulations; Knowledge of Microsoft Office Suite; Skill in reading and interpreting plans and specifications; ability to apply relevant codes and ordinances; Skill in presenting to large groups and communicating effectively both orally and in writing; Ability to work flexible hours, including some nights and weekends; Ability to obtain Texas Plumbing Inspector License within one (1) year of hire date; and Ability to establish and maintain working relationships with City administration, other employees, and the general public.
