Associate Provost for Faculty Affairs and Budget
The Associate Provost for Faculty Affairs and Budget (APFAB) will join the leadership team in the Division of Academic Affairs at Bowie State University. The APFAB will be responsible for the strategic management of the faculty lifecycle, comprehensive personnel actions, and all finance and budget operations in support of the division. Reporting to the Provost and Vice President for Academic Affairs, the APFAB will partner closely with the Executive Director of University Budget, Chief Human Resources Officer, and other academic and non‑academic stakeholders.

Responsibilities
Recruit and retain excellent faculty at all ranks.
Provide continued support to faculty through appointment, periodic review, tenure, promotion, sabbatical leave, and other professional development opportunities outlined in the Faculty Handbook.
Supervise position management of other academic employees (librarians, lecturers, student assistants, graduate assistants, teaching associates, etc.) and support personnel policies and record keeping.
Oversee budget‑related contractual issues for all faculty and staff appointments within the support units of the Division.
Ensure consistency in the application of policies in the Faculty Handbook in partnership with the Faculty Senate Executive Committee.
Assist the Provost in executive searches and advise on executive staffing decisions.
Supervise work in the Provost’s Office on the annual budget cycle, capital planning, and budget monitoring.
Provide oversight for budget allocations in the Division and collaborate with deans, directors, and department chairs to ensure transparency and collaboration.
Track data and analysis with key performance indicators to ensure budgets are effectively managed across Academic Affairs.
Collaborate with the Provost’s Office, University Budget Director, and other senior leaders to evaluate enrollment projections and provide forecasting models on divisional revenue.
Work closely with the Provost and Assistant Vice President for Office of Planning, Analysis & Accountability to assess feasibility for divisional initiatives and projects.
Provide oversight for financial resources required by new program proposals and forecasts of potential revenue generation.
Collaborate with the University Budget Office on central budget planning and initiatives aligned with strategic priorities.
Serve on university‑wide committees and advisory bodies as assigned by the Provost and Vice President for Academic Affairs.
Undertake other duties as assigned.
Required Qualifications
Doctorate degree with a demonstrated record in faculty affairs.
Seven (7) years of progressively responsible academic leadership experience, including a minimum of five (5) years in budget management and leadership.
Three (3) years of administrative leadership in academic affairs with experience in faculty and staff recruitment, contract processing, tenure and promotion, and faculty development reviews.
Successful teaching, service, and scholarship/creative activity; earned tenured faculty status with significant faculty leadership experience.
Skills and Qualities
Active member of a leadership team in higher education.
Ethical and strategic leader able to collaborate with faculty, administrators, and staff.
Excellent written, verbal, and presentation communication skills.
Experience with complex divisional budgets, HR policies, and state policies.
High‑level organizational skills with the ability to prioritize and multitask effectively.
Successful analytical and project management skills; experience with budget management systems, financial software, and ERP systems.
Experience in reviewing expectations for faculty reappointment, tenure, and promotion.
Ability to manage stressful situations with tact, diplomacy, and sound judgment.
Experience supervising and mentoring staff.
