YOUTH DEVELOPMENT REPRESENTATIVE

role within the DC Department of Youth Rehabilitation Services (DYRS).

Job Summary The DC Department of Youth Rehabilitation Services (DYRS) mission is to improve public safety and give court‑involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. DYRS is an agency tasked with providing holistic and therapeutic programs and services to adjudicated youth between the ages of 12‑21 in the District of Columbia. It serves as the district’s cabinet‑level juvenile justice agency and administers detention, commitment, and aftercare services for youth held under its care in its secure facilities or residing in the DC community. The Youth Development Representative (YDR) position is in the Secured Programs Division, under the purview of the Deputy Director of Secured Programs with DYRS.

Duties and Responsibilities

Provide day‑to‑day direct supervision and positive engagement of youth in the department’s care and custody; maintain ongoing visual contact and engage youth in a positive and developmentally appropriate manner.

Transport youth to court and other varied locations; supervise recreational activities; maintain custody of youth in hospitals and medical clinics; monitor living, dining, and educational areas while assuring youth and staff safety.

Serve as a role model during non‑academic programming, lead and participate in recreation and group sessions, and assist with the development of appropriate life and social skills.

De‑escalate conflicts, tensions, fights or other disturbances; when necessary, physically restrain and impose discipline of youth consistent with department policies and procedures.

Document reports and officially record incidents in the department’s computerized information system or logbooks; submit detailed written reports.

Supervise and engage youth through behavioral management programs; evaluate youth on DYRS’ behavior management and modification system; participate with Youth Family Team meetings to provide input on behavior and case planning.

Perform other related duties as assigned.

Qualifications and Education Bachelor’s Degree

– Successful completion of a full 4‑year course of study in any field leading to a bachelor’s degree from an accredited college or university.

Specialized Experience

– Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression, as the experience must provide the particular knowledge, skills, and abilities to perform the duties of the position.

Licenses and Certifications Required to possess a valid driver’s license to operate a DC Government vehicle.

Working Conditions / Environment Work is performed in a juvenile detention facility. Some degree of hazard may be present in working with high‑risk youth in custody with histories of aggressive conduct and disruptive behavioral problems.

Other Significant Facts

Tour of Duty:

Rotational schedule across DYRS facilities, group homes, or service areas on AM, PM, or Midnight shifts seven days per week and holidays.

Pay Plan, Series and Grade:

CS‑0007‑07

Collective Bargaining Unit:

Union position covered by Fraternal Order of Police (FOP); may require payroll deductions for agency service fee.

Promotion Potential:

Position subject to suitability review pursuant to Chapter 4 of DC Personnel Regulations; Safety Sensitive.

Physical Requirements:

Must be able to perform basic life operational functions (walking, standing, bending, grasping, talking, repetitive motions, squatting, running, jumping, climbing); carry or drag an individual (125 pounds) a minimum of 75 feet; fully perform DYRS‑approved restraint techniques and apply restraining devices; possess adequate visual and hearing acuity; effective written and oral communication skills.

Physical Exam:

Conducted during pre‑employment process to verify physical demand compliance.

Child Protection Registry Clearance:

Required.

PREA Compliance:

DYRS must employ adequate gender‑specific staff for duties such as body searches and shower supervision.

Essential Employee Status:

Designated as an essential employee; may be required to perform duties during emergency or government closures.

Residency Preference:

Requires bona‑fide District Residency for seven (7) consecutive years from effective employment date; documentation required.
