Physician - Chief, Compensation and Pension (McClellan) Base pay range: $260,000.00/yr - $320,000.00/yr

Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program approval awards up to $200,000 with an eligibility period of one to five years, determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants are ineligible to apply.

Qualifications The Chief of C&P Service is the main liaison with VA Headquarters – NCHCS and Veterans Integrated Service Network (VISN) 21 Senior and Executive Leadership, the Veterans Benefits Administration, and other federal agencies – and the national Office of Disability and Medical Assessment (DMA) for C&P‑IDES and EHR evaluations. The incumbent maintains continuous liaison with a wide variety of internal and external stakeholders, including Veterans and their families, VA Northern California Healthcare System staff, other VA medical centers in VISN 21, military treatment facilities, local and regional military sites, Veterans Service Organizations (VSOs), congressional offices, and other national VA and federal offices. The incumbent works closely with local, federal, state, and national agencies to ensure maximum interchange of information necessary to accomplish the C&P Department’s mission. Responsibilities include drafting all necessary reports and official issue briefs, participating in conferences, meetings, and presenting the NCHCS facility position on C&P matters, and assisting in research projects conducted by the C&P Service and other sections at the VA Northern California Healthcare System. The incumbent also contributes to the profession through publications, active membership in local or national organizations, and participation in committees or task forces related to the physician profession, as applicable.

Basic Requirements

United States citizenship. Non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Doctor of Medicine (MD) or an equivalent degree in medicine or osteopathic medicine from a school approved by the Department of Veterans Affairs.

Current, full, and unrestricted license to practice medicine or surgery in a U.S. State, Territory, Commonwealth, or the District of Columbia.

Residency training in an accredited core specialty that leads to eligibility for board certification. Accepted residencies include ACGME or AOA accredited programs, or other residencies followed by a minimum of five years of verified U.S. practice deemed appropriate by the local Medical Staff Executive Committee.

Physicians currently enrolled in ACGME/AOA accredited residency programs who would otherwise meet the basic requirements may be appointed as Physician Resident Providers (PRPs) on an intermittent or fee‑basis.

Proficiency in spoken and written English.

Physical requirements: visual acuity, hearing, speech, manual dexterity, and the ability to support long periods of walking, standing, stooping, sitting, bending, pulling, and pushing. May involve transfer of patients and objects, exposure to infectious patients, protective clothing, and occasional exposure to patients who are combative secondary to delirium, dementia, or psychiatric disorders.

Annual employee health requirements (e.g., TB screening) must be completed.

Duties

This is an open continuous announcement and will remain open until December 15, 2025. The initial cut‑off date for referral of eligible applications is October 28, 2025, with subsequent cut‑off dates every 2 weeks.

Oversight of department operations, including supervision of clinical and administrative staff, management of professional staff matters, technical training of medical personnel, and monitoring of statistical information.

Execution and management of fiscal requirements for C&P‑IDES and EHR evaluations.

Policy and planning: maintain workload and staffing projections, budget formulation, and patient satisfaction and cost‑effective, efficient service delivery.

Implement policies and procedures promulgated by the VA, VHA, VBA, and DoD as applicable.

Analyze regulations and directives to determine their effect on established procedures and review all phases of C&P activities to ensure completeness and adequacy.

Develop internal metrics, productivity standards, and tracking mechanisms for performance measures of quality, processing time, and documentation sufficiency.

Participate in the analytical review of proposed regulations and directives and identify delays, waste, or other problems within the C&P process, developing ways to improve timeliness and accuracy.

Engage in data collection, development of proposals and grant applications, filing articles for publication with concurrence of the Chief of Staff and facility Director.

Maintain coordination with local federal, state, and national agencies to ensure timely, appropriate, and comprehensive policy and planning for C&P operations.
