Overview

This position is located in the Health Information Management Section of the Business Service at the San Francisco VA Health Care System. The incumbent in this position is responsible for providing professional consultation - administrative assistance and health record support to the Health Information Management Managers and to the San Francisco VA Health Care System at large. Qualifications

Basic Requirements United States Citizenship Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy Education or Experience Experience Three years of creditable experience in the field of medical records that included the preparation - maintenance - and management of health records and health information systems demonstrating a knowledge of medical terminology - medical records procedures - medical coding - or medical - administrative - and legal requirements of health care delivery systems NOTE: Successfully completed training for health information technicians in a school accredited by the American Health Information Management Association (AHIMA) at the time the program was completed may be substituted for 1 year of experience No credit may be given for partial completion of such training OR - Education Successful completion of a bachelor2; s degree or higher from an accredited college or university recognized by the U.S. Department of Education - with a major field of study in health information management - or a related degree with a minimum of 24 semester hours in health information management or health information technology OR - Experience/Education Combination Equivalent combinations of experience and education may be used to meet basic requirements Certification Persons hired or reassigned to MRA positions in the GS-0669 series in VHA must meet one of the following: Coding Certification through AHIMA or AAPC Mastery certification obtained through the American Health Information Management Association (AHIMA) or the American Association of Professional Coders (AAPC) To be acceptable for qualification - the specific certification must represent a comprehensive competency in the occupation Current mastery level coding certifications include: Certified Coding Specialist (CCS) - Certified Coding Specialist (CCS) - Physician-based (CCS-P) - Certified Professional Coder (CPC) - Certified Outpatient Coder (COC) - and Certified Inpatient Coder (CIC) OR - HIM Certification through AHIMA Higher-level health information management certification is limited to certification obtained through AHIMA To be acceptable for qualifications - the specific certification must represent a comprehensive competency in the occupation Current HIM certifications include Registered Health Information Technician (RHIT) and Registered Health Information Administrator (RHIA) OR - Health Data Analyst Certification through AHIMA This is limited to certification obtained through AHIMA To be acceptable for qualifications - the specific certification must certify mastery in health data analysis Current health data analyst certification includes Certified Health Data Analyst (CHDA) Grandfathering Provision All persons employed in VHA as an MRA are considered to have met all qualification requirements for the title - series - and grade held - including positive education - and registration and/or certification that are part of the basic requirements of the occupation For employees who do not meet all the basic requirements in this standard - but who met the qualifications applicable to the position at the time they were appointed additional provisions apply Physical Requirements A pre-employment physical exam is required English Language Proficiency MRAs must be proficient in spoken and written English See 38 U.S.C. 7403(f) Grade Determinations In addition to the basic requirements for employment - the following criteria must be met when determining the grade of candidates May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria) References: VA Handbook 5005/130 PART II APPENDIX G33 May 28 - 2020 The full performance level of this vacancy is GS-11 The actual grade at which an applicant may be selected for this vacancy is a GS-11 Physical Requirements: The work is primarily sedentary There is walking - bending and reaching required such as for filing or locating material - and carrying items such as reports - documents - and supplies Entering data and word processing on a personal computer may result in physical problems from the effects of repetitive motion and eyestrain. Duties / Responsibilities

Major duties include - but are not limited to: GS - 09 Medical Records Administrator (HIM Specialist) duties include but are not limited to the following: Performs all duties of the GS-7 Medical Records Administrator Assists the Chief - Health Information Management (CHIM) and the HIM Department in identifying and setting goals - program objectives and tasks to meet the mission Provides subject matter expertise to Service Line Leaders - and medical center staff Provides training for HIM - clinical and administrative staff on HIM topics Designs and performs quality improvement projects regarding HIM issues Keeps current on emerging issues and trends in the health information management field Performs audits and analyses - preparing and presenting findings and recommendations to the CHIM - Service Line Leaders and medical staff Reviews - analyzes and reports HIM performance monitors Advises Principal Investigators and other clinical staff with retrieving health care data Serves as the point of contact for medical record corrections Documentation corrections may consist of retracting erroneous notes - re-titling notes - assigning notes to or removing from consult requests Problem solves improperly identified documents Assists and provides guidance to supporting clinical services Selects - compiles and trends medical - surgical and statistical data from numerous components of the health record Retrieves diagnostic and statistical data for various reports required Conducts studies - analyzes findings - and makes recommendations to management on the effectiveness and efficiency of substantive - revenue management program operations Develops and implements action plans to ensure that workload capture is appropriate Responds to questions or issues related to that user class Serves as the Contracting Officer Representative for Transcription - Coding and Records Management / Storage Notes
